constables employed on shore retained for detective and a few special duties, and the places of the remainder filled, as they became vacant, by Sikhs, we feel assured that the efficiency of the police force would be increased and a greater degree of security enjoyed here, specially in the event of war with China, when a greater or less feeling of animosity against foreigners might be expected to spring up in the Chinese mind. That such a feeling has not received any great development during part wars between China and other countries isnot a aufficient guarantee that the Chiness of the southern provinces of China will always lack a cational spirit and composedly watch the slaughter of their own countryman by the soldiery of western nations. We understand, by the way, that the first meeting of the Committee was held yesterday.
