POSTAL: BATES. [Subjoined we givp the postal rates now in force for transmission of corro spondence to all parts of the world, Detailed rules affecting the transmis sion of packets, parcels, &c., will be found annexed, together with a number of miscellaneons and useful notices.]

The conditions are as follows

Ist. The publication must consist wholly or in great part of political or other news, or of articles relating thereto, or to other

PATTERNS.-Some difficulty is experienced in obtaining a general understanding of what is a Pattern. It is a bond fide sample of goods which the sender has for sale, or of goods which he wishes to order.
