We are enabled to give the following particulars of the new Chinese Loan. It is for Haigwan Taels 3,500,000 in all, of which the Hongkong and Shanghai Banking Corporation lend 1,600,000; the balance boing subscribed chiefly by Chinese at Shanghai and Ningpo. The loan is to be
majesty of the law, cannot have been deceived by his feint, but are guilty of neglect of their duty. Although we are ignorant of the country, in which the event happened, we can see no excuse for the officers, who are charged with the protection of life, allowing themselves to be deceived by the offender's pretence and remaining in ignorance of the crime. Such a step is probably due to other considerations; it has been thought that it would be a disgrace publicly proclaimed guilty of a heinous out and can no longer be hidden. The rutor may be without foundation, but then the facts should be examined into, and it should be publicly proclaimed that it was false rumor. On the other hand, if the rumor be not idle, the offender ought to be punished according to the penal code. The government ought to prove itself just and Impartial, and not break its own law for the sake of an individual; it ought to disarm the suspicions of the people and not try to oover the disgrace of one of its members. If such a crime as we have alluded to be not looked into, the government imperia ita popularity, and many have to face great trouble in consequenos. It may appear as with other people's business, but we only responsibility rests.
