To that communication we are as yet received no answer from the Portu- toao Government. With reference to the parallel drawn by the bou. member between the coolie emigration and the slave trade, may remind him that in the ease of the stave

it thinks fit. But beyond that we have an power.
It is obviously gratifying to the China Mail to meet with such an emphatic speech from Lord Stanley upon this sub |ject at the present time, and it will no doubt be equally satisfactory to the Hon. Mr Ball, the Acting Attorney General of Hongkong. But we do not believe, with · Lord Stanley, that the practico" he refers to is "irremediable." In the diplomatic sense perhaps it is, for so long as the Chinese Government make no stronger protest then they have done hitherto against brutal kidnapping of their subjects, it is not for Lord Stanley to interfere otherwise than by the tender, of "friendly advice." But there is sud

to his supine rulers, cannot say so, as very little exertion would remove that disgrace, and entitle China to be included" among the European powers which have united for the suppression of slavery; but while the authorities of China, from the Emperor in the north to the Viceroy of Canton in the south, are content to tole rate the Macao coolie trade and the bar barous means by which it is maintained, the British or any other government interfere only by "friendly advice." That privilege the China Mail posseattl and too; and its friendly advice to the Tige roy of Canton is, that he should make such representatious to the government of Macao as would put a stop to kidasp ping in future. OUR SUMMARY COURT. THE necessity of some alteration at modification of our judicial system this colony, so as to mitigate the haz ships now entailed upon appellants fr the judgment of the Supreme Court, b been freely admitted and commented up in many quarters. There are, howe other matters of a subordinate, but st important, nature to which public atte tion may usefully be called in connieri with our local courts of law. Thi proaching return of Air Pauncefote, t Attorney General of Hongkong, shortly transfer the oucrous burden that office from the shoulders of the p sent incumbent, the Hon. H. J. B who will thus revert to his sole erigiz atatas of Judge of the Summary Cou Looked at in the light of a purely pubi matter, it excites some surprise that office of this nature should have be created upon a totally independent bas The acknowledged ability of the learn occupant of the summary beach, bas course nothing to do with the necessiti of the colony, and in the present sta of the Exchequer it deos seem som what remarkable that the sum of £1,50 por annum should be devoted to t maintenance of an independent judgesh when the duty could be efficiently p formed at considerably less expense the public purse. We are no advocat of a parsimonious policy. The labour is worthy of his hire," and as bolding sole appointurent the salary of the office not more than should reasonably be pa to any man of good legal standing fitted f the duties of that post. We may al add that our remarks can in no wa affect the present establishment. Buri the future, when the present inonurber shall have followed the example of h predecessors and retired from Hongkon either to the rest carned by long servie or to gather fresh hurels, and dollars i fields and pastures auew, it will be wa visable to consider whether the presen establishment could not be reduced wit advantage to the public and benefit t other able oficials The average publi work of the Summary Court Judge about fours hours per week during the year and that this leaves ampla leisur for other matters, is proved by the fad that Judge Ball is at present acting a Attorney General also, and fulfils the important daty to the satisfaction, w may doubtless venture to say, of th Court and of the public. But if a judg can find leisure to satisfactorily perfor the functions of so hard-worked an oilin surely the converse would hold good ma the Attorney General, whoever he migh be, could well full the duties of sumut ry judge. Such a measure would doutət loss necessitato his giving up privat practice, but as he would receive in addi tion to the pay of Attorney General stated, though less, salary than that a present paid to the judge, he would no be a great sufferer, while the gain to th public interests and those of other me bers of the colonial bar would be obvion and considerable. But asuing thi arrangement to be impracticable perhap a much better and more satisfactory arrangement would be to appoint th first Police Magistrate to the conjoin office of Summary Judge. It must c course be presumed that in future th fut Magistrate will, like Mr Goodiako
be a man of legal training and anter dents. But no possible difficulty will b found in adopting this rule. The £80 per annum of a magistrate might tha be replaced by the £1,500 of a sumok ry judgo for the performance of the double duty. An absence of three o four hours a week would not materiall interfere with a performance of the functions of the first Magistrate,
THE RED TAPIR. Auosaar the happiest hits of Dongle Jerrold (at least he is credited with it was a description which appeared in a early number of Punch of the officia animal known as the "red-tapir,"
af animal which abounds in Governme offices, and like its prototype in th quadrupedal world not remarkable fo discriminating intelligence. Hongkon evidently possesses one of these not vie comioon products of the local colonia @yatein--the general. run of offices hei being too siry to produce the true bras and being moreover presided over by Si R. MacDonnell. Judiciously fed au tended, the specimen we allude to ma form the nuclena of a zoological co lection.
