The rate is the same as for Books, by hand, have not the character of an actual and personal correspondence, Commercial Papers signify any papers which, though wholly or partly written Unpaid Articles are charged double the deficient postage.

General Local Rates for Hongkong, Macao, China, Japan, Siam direct (d), Cochin (c) China, Tonquin, and the Philippines, ................. Parcel Post-Parcels containing no letters may be forwarded at Book Rates to Ceylon, India, the Straits Settlements, and to all_Local Ports except those the names of which are printed in Italics. Parcels are forwarded to India by P. & 0..and Indian Packets only, to Ceylon by P. & O. Packet only, to all other places by Private Steamers only. For Rules see Postal Guide, par. 101-103. Registration of parcels for Ceylon and India is compulsory. A declaration of contents is required with parcels for India.
