Explanatory Notes

By the addressee and return, on paying an extra fee of 5 cents. The sender of any Registered Article may have a receipt sent with it, for signature, except that all Packets of and under 4 oz. weight are charged 5 cents each, such as Invoices, Deeds, Copied Music, &c. The rate is the same as for Books. Commercial Papers signify any papers which, though wholly or partly written by hand, have not the character of an actual and personal correspondence. Unpaid Articles are charged double the deficient postage.

Parcels are forwarded to India by P. & O. and Indian Packets only, to Ceylon by P. & O. Packet only, to all other places by Private Steamers only. For Rules see Postal Guide, par. 101–103. Registration of parcels for Ceylon and India is compulsory. A declaration of contents is required with parcels for India.
