Questions 13–18

13. Is there a Chapel in the Prison, or suitable Apartment for the performance of Religious Services? How are the Prisoners separated therein?

Answer. There is no Chapel in the Gaol. Divine Service is held in the central Hall of the prison, which is well suited for that purpose, and accommodation for 200 men; prisoners during Divine Service are separated; Felons in the Gallery, Misdemeanants in the Transept.

14. What duties are performed by the Chaplain? What provision is made for the Instruction of the Prisoners; and are they supplied with Bibles and other suitable Books?

Answer. The Colonial Chaplain performs Divine Service on Sundays, and visits the prisoners oftener during a week. The Rev. Mr. Stringer, Established Church Missionary, lectures to such Chinese prisoners as are disposed to listen to him. There is no Established School, but prisoners are supplied with Bible, Prayer and other suitable Books. Catholic Books are provided for Catholic prisoners.

15. Are Dissenting Ministers allowed to have access to the Prisoners; and if so, at what times, and under what restrictions?

Answer. Dissenting Ministers are allowed free access to prisoners at all times providing it does not interfere with the discipline of the gaol. There is a Roman Catholic Service on Sundays by the Reverend Mr. Orme, and Chinese Missionaries of the Presbyterian and Roman Catholic persuasions lecture to such prisoners as are disposed to listen, the attendance on the part of the prisoners being voluntary.

16. What Duties are performed by the Surgeon? Are separate Buildings or Apartments provided for the Sick?

Answer. The Colonial Surgeon visits the Gaol daily or oftener if required. There is a Hospital for sick prisoners, with separate apartments.

17. What Diseases have been most prevalent during the Year (in reference to Columns 10 and 11, Return No. 1.)?

Answer. Diarrhoea, Dysentery, Fever, Erysipelas and Syphilis.

18. Reasons for Non-employment of Prisoners (in reference to Column 8)?

Answer. Debtors, sick, Remanded prisoners are the only unemployed prisoners under simple imprisonment.

19. Reasons for Punishments, by Whipping, Irons, Solitary Confinement, or otherwise?

Answer. Fighting, Stealing, Assaulting each other, Smoking, idling at work, disobedience of orders, and having prohibited articles.

20. Is there any Insane person in confinement? State his or her Name and Age, and for what offence committed? How long has he or she been in confinement; and is such Person separated from the other Prisoners?

Answer. Nil.

21. Are any, and what, Fees demanded of Debtors, or of any other Prisoners, either at their Admission to, or Discharge from the Gaol?

Answer. Nil.

22. General Observations.

Answer. With reference to Question 1. The New Gaol is well ventilated and has excellent accommodation for promoting cleanliness amongst prisoners, there being ablution sheds, Baths, and Water closets, in every yard in addition to the water tubs on the Corridors. On the working Exercise yards, prisoners are well protected from the Sun in Summer and damps in Winter.

N°2. A New Superintendent arrived on the 26th of November 1863. Commenced duty on the 27th. Magistrates and Justices of the Peace visit the Prison at certain times during the week noting their remarks and suggestions in a journal which is examined weekly by the acting Colonial Secretary for the purpose.

N°3. The Number of Turnkeys is sufficient but the discipline of the prison would be much improved if they were all Europeans employed in the executive department, say 18 instead of Indians and 3 Indian gate Keepers. Greater inducement should be held out to them to be faithful in the discharge of their duties and remain in the service. At present there is only one officer who has one year's service, one with 4 months and the Balance from one to Six Weeks.
