My experience of the employment of convict labour in the Colony induces me to suggest that it should be confined to stone breaking, stone carrying and scavenging. It is scarcely possible to meet with an Overseer of Convicts who possesses either the ability to direct the formation of Roads and Drains on a scientific principle or the firmness to compel obedience to his orders, particularly as he cannot, I understand, be entrusted with a discretionary power of correction on the spot for disobedience of orders or neglect of work.
