Department was increased by the arrival of Mr. Joseph Niblett as Moreman of Works from England. At his own request the title of Mr. Niblett's Office was changed to that of "Clark of Works for the discharge of the duties. of which I have much pleasure in bearing testimony to his perfect efficiency.
