Amongst the Indians, from whom a dirty, filthy, and noisier [condition] arises, I have [seen] this [evil] attributed to the want of discipline, and the [authority] is respected [mainly] fervent. An authority, so long as the one [you] [section] this Constable when committed into Hospital brings no change of linen, no clothes of any description with him, besides those on his person, and which, for want the under-linen is [governed], cannot be equalled in dirt [and] filth. [As] for clean [living], [Harriet Pliveman?] whilst in Hospital I have [several] times seen [evidence] of this; I have frequently spoken, but [no] steps have been taken to remedy the [evil] complained of. Were Health Inspections allowed, I have no hesitation in saying that the Force, both European and Native, would be much more healthy, cleanly, and consequently more efficient than at present.
