Interference could have had no influence; much, however, must certainly be attributed to that management of the troops which experience, a careful, discriminating and unprejudiced judgement, with the aid of an ingenuous nature, had accomplished. In this spirit Dr. MacAndrew has performed the duties of his office, as principal medical officer; and, although the sanitary records of the medical department of the garrison which has been under his charge may be a very appropriate monument of the good he has effected, his services in China deserve a more palpable reward. In Major Graham he has found a firm and willing coadjutor in every scheme of amelioration. They have had, for many years, magnificent barracks and an excellent hospital to promote their plans.
161. It thus appears that a watchful eye on the prevalence and nature of disease, and the external circumstances which determine its existence, and the application of sanitary antidotes to the evil, have resulted in a marked amelioration in the physical condition of the inhabitants of this colony, and that every year tends to remove, by degrees, the stigma which the unhappy events of previous years have cast upon its fame. It behoves the inhabitants, individually and collectively, to omit no precaution and to relax no efforts to sustain and advance the improvement which has been begun; and, with this, I will again urge upon the notice of the authorities the importance of ministering to that wild and beautiful relation function between animal and vegetable life which agricultural operations in other more fertile localities than Hongkong spontaneously provide for—the reciprocal evolution of oxygen and carbonic acid gases, required for their mutual sustenance.
