In addition to the above number of men employed at hard labour within the Gaol, must be enumerated an average daily number of 10 Chinese employed as cooks, scavengers, water-carriers, &c.

The 150 work outside the Gaol comprises the following services, viz.: 450 men employed under surveillance of Police, £9.7.6, in constructing and improving Scavengers' Road, etc., 73: in the Lower Bazaar, 794 men; Road to Government House and Office, 4,495; Aberdeen Road, 2,430; sundry small improvements 155 men, valued at £226.10.10.

In the general ordinary service of parts and streets, I have employed 5,073 men upon a length of 64 miles, equal to an expenditure of £106.2.1; a much heavier rate per yard than best accounted for per year, which is to be accounted for by the necessity which…
