Construction of such repairs as this class of men usually perform; we very seldom have any but the very scum of the piers, and artificers, either Blacksmiths or Carpenters, rarely commit such acts as condemn them to hard labour on the Roads. Within the year this year a greater number of men have been confined for labour, I believe, than ever before in ...; these have consisted principally of sailors, averaging then 56 per day; the only work upon which they are engaged is that of breaking stone, picking oakum, making mats, soft rope, or spun yarn, &c. 149
This labour, however, cannot be considered as any degree of punishment, as the officers of the Prison do not apportion the work to tasks; the men are merely set at the labour, light as it is, a certain number of hours: it is to be hoped, however, that the Tread-wheel has arrived, a degree of punishment will be given to each according to his deserts, and I have no doubt the dread named Tread-wheel will deter many a one of the first offenders from placing himself in a situation to try it, and the Gaol will not be so crowded with 17.
