With the beginning of the Second World War in September 1939, the Colonial Office decided that no more colonial annual reports should be issued until the end of the war. For most colonies, the 1938 report was the last one in this series; but the 1939 report for Hong Kong does exist in proof form, and can be found in Cambridge University Library. It has been included in this collection, the reference number being given below. Because it was never published, there is no series number allocated to it.
