28. The new examination is controlled by a Syndicate under the Presidency 'ex officio' of the Director and the Chairmanship of an Inspector of English Schools. The Syndicate provides, by means of a roster, an Annual Board, consisting, in addition to the Chairman and the Senior Vernacular Inspector, of four heads of boys' schools (two provided and two Grant-in-Aid) and two heads of girls' schools, which is responsible for the arrangements for the year.

29. The Board of Education met three times during the year. The Hon. Mr. Leo D'Almada e Castro, Jr., B.A., Rev. Fr. G. Byrne, S.J., Ph.D., Rev. C. B. R. Sargent, M.A., Mr. A. de Arculli, and Rev. J. R. Higgs, B.A., whose terms of office had expired were re-appointed for a further term of two years. Sir W. W. Hornell, Kt., C.I.E., M.A., LL.D. resigned from the Board, and Mr. D. J. Sloss, C.B.E., M.A., was appointed a member on 9th December, 1937.
