31. At the beginning of the school year (i.e. in September) arrangements for physical training were extended so as to comprise all classes in all provided urban schools for boys and girls, British and Anglo-Chinese, and the Grant-in-aid Schools were formally notified that in so far as they had not already done so they would be required to take similar steps within a delay of one year as a condition of Grant.

32. The heavy and anxious task accepted by the department in connection with the comprehensive survey by the Fire Authorities of private Vernacular Schools on the register prior to the 1933 revision of the regulations, begun in March 1934 and methodically pursued since, was completed a few weeks after the end of the year. As such it falls to be recorded in next year's report, but it may be noted here that the number of schools involved exceeded 700 and the number compulsorily closed exceeded 1 in 10.

33. A Syndicate was created under the Presidency "ex-officio" of the Director and the Chairmanship of an Inspector of English Schools for the control of the new School Certificate Examination. In addition to the heads of participating provided schools, invitations to participate and become members were accepted by the heads of all English Grant-in-aid Schools and of St. Stephen's Boys School (which is exempt from the control of the Director).

The Syndicate provides, by means of a roster, an Annual Board, consisting, in addition to the Chairman and the Senior Vernacular Inspector, of four heads of boys schools (two provided and two Grant-in-aid) and two heads of girls schools, which controls the examination for the year.

34. The English Grant Code was amended so as to give recognition to the new examination; and also to give effect to the new requirement noted in Chapter I paragraph 31 as regards physical training.

35. Consequent upon the contraction of the ordinary course in the upper school from three years to two all Upper School Scholarships in the control of the Director hitherto of three years duration have been limited to two years; the Director retaining discretion to redistribute among such as pass the Class 2 Examination and desire to enter a University.
