As a concession, it was decided to fix, free of charge, all meters applied for between 18th August and 31st October (including those applied for prior to 18th August but not fixed by that date). 5,554 such applications were received, but owing to a shortage of meters, only 2,286 had been fixed by the end of the year.

When all applications have been dealt with, practically every house within the Rider Main Districts will be metered.
