REPORT OF THE DIRECTOR OF PUBLIC WORKS FOR THE YEAR 1931.
The report for the year 1931 records the works carried out under the Head Office Staff by the eleven sub-departments which form the Public Works Department, viz:- Waterworks Construction; Waterworks Maintenance; Drainage; Architectural and Maintenance of Buildings; Electrical and Wireless Telegraphy; General Works, Roads and Transport; Buildings Ordinance; Port Development; Crown Lands and Surveys; Valuation and Resumptions; and Accounts and Stores.
2. The European staff at the end of the year comprised 157 officers who are engaged in the various offices, the duties of which are allocated as follows:

Head Office Staff. - Director of Public Works: two Assistant Directors of Public Works, one for Kowloon, New Kowloon and New Territories, one for Hong Kong; two Secretaries, one Technical, one Correspondence; and one Stenographer. This office deals with the administration of the Public Works Department as a whole, co-ordinating the work of the sub-departments, formulating matters of policy etc., and also dealing with all departmental staff questions. The number of files, papers etc. dealt with by the Correspondence Office is approximately 450 per day.
4. Waterworks Office. - One Assistant Director of Public Works; one Executive; six Engineers; two Senior Inspectors of Works; three Inspectors; nine Overseers; one Diver and one Clerk.
This Office is responsible for the construction of all new water works schemes, the operation and maintenance of the water supply system throughout the Colony, pumping stations, workshops, meter reading, issue of water service accounts etc.
5. Drainage Office. - One Executive; five Engineers; one Senior Inspector of Works; six Inspectors and Overseers.
This office undertakes the design and construction of all extensions to sewers and storm water drains, nullah training in connection with anti-malarial work, water supplies from wells and nullahs etc., together with the maintenance and cleansing of the existing sewers and public septic tanks.
