4. Steam-launches.
16. On the 31st December, 1925, there were 470 Steam-launches (including licensed motor boats) employed in the harbour. Of these 412 were licensed for the conveyance of passengers, etc., 35 were the property of the Colonial Government, including 8 motor boats and 3 belonged to the Imperial Government, comprising 2 Steam-launches and 1 motor boat and 20 Naval (including 1 motor boat). In addition there were 23 motor boats privately owned for pleasure and private purposes.
Steam Launches and Motor Boats licences were issued as follows in three classes from the 1st July, 1925, under Regulations, Section 37 of the Merchant Shipping Ordinance, No. 10 of 1899.
Class I 88 licences Class II 19 Class III 691 coxswain's certificate was suspended for 3 months and 2 certificates of Coxswain and Engineer were cancelled for incompetence or negligence in the performance of their duties.
933 engagements and 920 discharges of masters and engineers were recorded during the year.
5.—Emigration and Immigration.
17. 140,534 emigrants left Hongkong for various places during the year 1925 (129,859 in 1924). Of these 85,586 were carried in British ships and 54,948 in Foreign ships.
91,622 returning emigrants were reported to have been brought to Hongkong from the several places to which they had emigrated either from this Colony or from Coast Ports, as against 130,194 in 1924. Of these, 51,760 arrived in British ships and 39,862 in Foreign ships.
6.—Registry, etc., of Shipping.
18. During the year, 24 ships were registered under the provisions of the Merchant Shipping Acts, and 25 Certificates of Registry cancelled. 300 documents, etc., were dealt with in connection with the Act, the fees on which amounted to $6,679.13 as compared with $3,374.00 in 1924.
7.—Marine Magistrate's Court.
19. Three hundred and eight (308) cases were heard in the Marine Magistrate's Court (393 in 1924). Mooring within 100 yards from low water mark during prohibited hours without permit, dredging within the Harbour limits without permit, failing
