211. Shing Mun Valley Scheme.-Although this is the first year that this item has appeared under a separate vote, considerable work in the nature of preliminary investigations was carried out in 1921 and 1922.

A large amount of contour and survey work in the Shing Mun and Gin Drinkers' Bay Valleys was completed during the year.

In July, a general report on the whole scheme was forwarded to Government, with a lay-out plan showing lines and levels as far as was possible, and the scheme, after submission to Executive Council, was approved, and has been forwarded to the Secretary of State for sanction.

By the end of the year, the lines of the North and South Tunnels and South Conduit had been fixed and the surveys nearly completed. Tenders for these works will be called for in 1924, if the sanction of the Secretary of State has been obtained,

212. Shek Lai Pui, Reservoir and Contingent Works.--A Contract was let in July to the Hongkong Engineering and Construction Company amounting to $248,697.45.

Work commenced in August, but very poor progress was made, the excavation for the foundations of Dams Nos. 1 & 2 being incomplete at the end of the year.
