HONGKONG TECHNICAL INSTITUTE.--DIRECTOR'S REPORT, 1910.
1. The Evening Classes at the Technical Institute were open during 8 months of the year. At the end of the 1909-1910 Session in June, examinations were conducted by Examiners not connected in any way with the Institute. In this examination, 192 papers were submitted to the Examiners; of these 48 "Passed with Distinction", 112 "Passed" and 32 "Failed", making a percentage of 83.3 Passes. "Distinction" is awarded when a student obtains 80 per cent of full marks (Table VIII A). The Institute re-opened after the Summer Vacation on October 3rd, 1910, and the Term closed on January 20th, 1911, when a test examination was held by the Lecturers, the papers being submitted to the Director. The work was found to be in every respect satisfactory.
2. During the year a verandah adjoining the Chemical Laboratory was enclosed and converted into a Metallurgy Laboratory, three furnaces being erected. The Laboratories have, as in former years, been used regularly by the Hongkong College of Medicine, in return for an Annual Contribution of $300. This sum, together with the Annual Grant of $1,100 made by the Li Shing Committee, has enabled us to equip the new Metallurgical Laboratory and to add to our stock of Scientific Apparatus. The Laboratories are now well equipped and in a very satisfactory condition.
3. Sanitation Class.--Five Members of the Sanitation Class, conducted by Dr. Francis Clark, entered in May for the local examination of the Royal Sanitary Institute. All were successful, and were awarded the "Sanitary Inspector's Certificate".
4. Chinese Class.-This Class (for Europeans only) commenced in March. The instruction given has had very satisfactory results; but as the Class had worked for only one Term, it was not considered advisable or necessary to hold an examination in June. Students pay an increased fee, with the result that this Class has been conducted at a slight profit to Government.
5. Teachers' Classes.-The Classes for men are in a very flourishing condition and some very good and useful work is being done. A Kindergarten Class for Teachers in Girls' and Infant Schools was opened in October, under Miss Fernie, a Trained Kindergarten Mistress. The results of the Test Examination just held show that the students have derived great benefit.
6. Courses of Study.-During the year the Courses of Instruction in Mechanical Engineering, Constructional Engineering and Chemistry have been published, together with a detailed Syllabus of every subject comprised in those Courses.
7. Library. The Institute Library, consisting of books presented by the Li Shing Committee and the Hongkong Sanitary
