91. Mongkoktsui Breakwater-Typhoon Refuge for Small Craft.-On the 7th March, a despatch was forwarded by His Excellency the Governor to the Secretary of State for the Colonies, submitting the scheme which had been prepared for the construction of a breakwater off Mongkoktsui, the estimated cost of the works involved being $1,540,000 and the area of sheltered water afforded 166 acres. The scheme was referred by the Secretary of State to the Consulting Engineers (Messrs. Coode, Son and Matthews).

A reply to the despatch having been asked for by cable, a telegram, dated 15th July, was received from the Secretary of State stating that the Consulting Engineers, whilst approving generally of the proposals, considered some modifications in the design necessary and thought them of sufficient importance to justify a consultation with Mr. Boulton, the
