Ir is alleged by Russian Government that Japanese sailors have been despatched to route of the Russian fleet; that, on 12th November, Captain Mori left Chefoo for Japan, intending to proceed to Singapore to catch the "Prince Heinrich"; that, on 13th November, a detachment of 18 persons left for Singapore via Shanghai. Another detachment of 30 Japanese sailors also disguised as Chinese was to be sent to Singapore from Chefoo. 80 Japanese, including 20 officers, left Colombo on 6th November on “Coromandel" for Singapore.

A copy of this Circular with the enclosed Memorandum of the Colonial Defence Committee is forwarded herewith for his Lordship's perusal, and I am to point out that such contingencies as those referred to in your letter under acknowledgment are dealt with in that Memorandum at some length.
The precise nature of the restrictions desirable in any particular case can only be settled locally, and, as Mr. Lyttelton has no reason to fear that any Governor is likely to be indiscreet in such a matter, he has not considered it necessary to give any further telegraphic instructions.
I am to request that the enclosed Colonial Defence Committee's Memorandum may be returned to this Department.

REFERRING to your telegram of 11th instant.* the Foreign Office state that Russian Government anticipate a plot to torpedo a Russian vessel rather than an attack by Japanese man-of-war. It is alleged by Russian Government that Japanese sailors have been despatched to the route of the Russian fleet; that 80 Japanese, including 20 officers, left Colombo on 6th November for Singapore on steam-ship Coromandel "; that, on 11th November, 50 Japanese set out on steam-ship "Ischia" for Bombay with large packages supposed to contain torpedoes.

WITH reference to your letter of the 7th December, relative to the possibility of the Russian Baltic fleet calling at a British port in South Africa, I am commanded by my Lords Commissioners of the Admiralty to request you will represent to the Marquess of Lansdowne that it appears to them that as regards leave parties being allowed on shore from the Russian ships, the landing of a large number of men might give rise to unfortunate incidents, and they suggest whether, with this possibility in view, it might not be advisable for Colonial Governments in South Africa to request the Russian Admiral to limit the privilege of leave to officers of the fleet. I AM directed by Mr. Secretary Lyttelton to acknowledge the receipt of your letter of the 16th instant,† with regard to restrictions on landing parties from the Russian squadrons now proceeding to the Far East, and to transmit, for the information of the Marquess of Lansdowne, a copy of the circular telegram‡ which was sent to Colonies and Protectorates on the route of these squadrons on the receipt of your letter of the 6th instant.§
