YOUR telegram of 23rd August and subsequent instructions as to supplies for the Russian feet. I learn from Admiral of the East Indian Station that five volunteer cruisers with four Russian ships of war and vessels were leaving Djibouti yesterday, probably for Madagascar. Are the volunteers and all the other vessels to be treated alike?

Foreign Office, December 16, 1904. WITH reference to the second paragraph of my letter of the 7th [6th] instant,* which deals with the question of the Russian squadron, in the event of its visiting Table Bay or other port in Cape Colony, being permitted to send leave parties on shore, I am directed by the Marquess of Lansdowne to state, for the information of Mr. Secretary Lyttelton, that it has been represented to his Lordship that the landing of a large number of seamen at, e.g., Cape Town might give rise to a disturbance.
Lord Lansdowne is of opinion that necessary precautions should be taken to guard against such a contingency, and I am accordingly to suggest that the local authorities should be authorized to stipulate that the crews of Russian war-ships should not be landed in too great numbers, and also, if necessary, to impose restrictions, as to the places which they are to be allowed to visit, and the duration of their stay on shore.

Therefore one of the local authorities defined in section 21 of the Foreign Enlistment Act should detain any collier that may be ascertained to be habitually taking cargoes of coal to the Russian fleet at the Marshall Islands from the ports of the Colony,
