MINUTES.

8.0. 'Carl."-The Committee considered the application of Messrs. E. Hasleh ust and Company for the management of this vessel. It was, however, decided to confirm an agreement which Mr. Holt had arranged with Messrs. Law and Company, of Glasgow, for her management. The question whether Mr. Starkey should be asked to take the ship to Cardiff or to pay some agreed amount in Mr. Holt undertook to ask the respect of his liability to do this was discussed. managers to make some further inquiries on the subject.

10. 8.5. "Koerber."- -The Secretary was directed to instruct Messrs. Arthur Holland and Company to hand this ship over to the Transport Department when her discharge was completed, and meanwhile to give them all facilities for inspect- ing her. 11. Freight on steamers under the management of Messrs. Grahams and "Barenfels," Company. Mr. Holt reported that the freight on the "Gutenfels," "Steinturm," Moltkefels (now "Kandy") and "Rappenfels" (now "Diyata- lawa") had been paid by Messrs. Grahams and Company to the Indian Govern- ment. The Secretary was instructed to write to the India Office asking that the freight so paid might be transferred to the Committee.

12. 8.0. "Chile."-Mr. Holt reported that he had received from Messrs. Shute the papers in connexion with the collision of this vessel. Messrs. Shute had put the matter in the hands of their solicitors, but the Committee were not entitled to instruct any solicitors but Messrs. Waltons and Company. He had asked for the papers for this purpose. The Secretary was directed to instruct Messrs. Waltons and Company to proceed with the case, and Mr. Hipwood undertook to make inquiries with regard to the failure of the owners of the "Hirose" to deposit the necessary depositions with the Board of Trade.

18. 3.8. facia."-Messrs. Lachlan and Company's charges for the valuation of this steamer were approved.

14. 8.8. Tandem." The Secretary reported the receipt of a cheque for £23,749 10s. 5d., in part payment of the freight in respect of this vessel. It was understood that the Federal Steam Navigation Company were submitting a further account for their disbursements.

15. 8.8. “Hacedonia."-The Committee considered a letter from the Transport Department transmitting a statement as to certain work which had been done to the vessel and asking that the valuation of the ship might be amended accordingly. The Committee decided that all these repairs could not be considered necessary to put the vessel in good seagoing condition and full equipment, and that the Trans- port Department should be asked to revise their statement accordingly.

16. 8.8.

Marina."-The Committee considered a despatch received by the Colonial Office from Nigeria regarding the repairs effected to this vessel. They recommended that Messrs. Elder Dempster and Company should be asked for par- ticulars of the charge for docking, which amounted to £160.

15 had 17. Cargo ex 8.0. "Pax."--The Secretary reported that the "Freshfield arrived with this cargo and that, with the approval of the Chairman, Messrs. Churchill and Sim had been instructed to undertake the sale.

18. 8.8. Gutenfels."-The Committee considered a letter from Messrs. Grahams and Company stating that the cargo ex this vessel, in which the Bank of British West Africa were interested, had not been delivered to the bank for sale on behalf of the Crown, but had been sold in India by Messrs. Grahams, acting on behalf of the Marshal at Alexandria. Messrs. Grahams therefore suggested that the undertaking given by the bank on the 27th of April might be cancelled. Messrs. Waltons had agreed to this course, but thought perhaps that the agreement should be kept on the Committee's file, and the bank informed that it would be treated as cancelled. The Committee approved of Messrs. Waltons' suggestion.

19. Hangrove bark ex "Emir."-The Committee considered a letter from Messrs. Elder Dempster and Company, stating details as to the charges collected from the claimants of this consignment. Mr. Holt undertook to make certain

further inquiries with regard to the rates mentioned by Messrs. Elder Dempster and Company, and this question was therefore adjourned until the next meeting.

20. 8.8. "Pollokshields," late "Gracia.”—The Committee considered a letter from the Transport Department declining to accept the Committee's view with regard to the date on which the transfer of this vessel should be regarded as having taken place. The Committee decided not to pursue the matter further.

21. 8.8. 'Thor."-The Committee considered a letter from the Accounting Officer, of the 30th of September, with regard to the accounts of this vessel. They did not consider it practicable to carry out the suggestions made by the Accounting Officer, and the Secretary was directed to write to him accordingly.

22. Insurance of Prize Cargo.-The Committee approved the terms of some additional instructions which had been prepared for transmission to Oversea Prize Court officials.

The Committee decided that the Crown Agents should be instructed to forward all sums which they might be instructed to pay by way of premium on prize cargoes to the Accounting Officer, informing the Secretary in every case. The Accounting Officer should be told that he must not pay over any sum so transmitted to him to the brokers without instructions from the Secretary, and that in all cases 10 per cent. should be deducted from the amount collected for premium before payment was

made to the brokers.

23. Application by Messrs. Fisher, Alimonau and Company for the manage- ment of Prize steamers. The Committee considered an application from Messrs. Fisher, Alimonda and Company, Limited, for the management of the steamers under the Committee's control. It was decided that this application could not be granted.

"Tandem."-The Committee decided that the Consul-General at Mar- seilles should collect the balance of the freight and that the Federal Steam Naviga- tion Company should pay the Marseilles disbursement to Gonrand Frères. Committee authorized payment of £8,500 to the Federal Steam Navigation Company on account of their disbursements.

3. 8.8. Lorenzo."-Mr. Holt reported that this ship would be free in about ten days, and it was decided that she should be offered to the Transport Department.

4. 8.8. Pindos."-The Committee considered a letter from Messrs. Andrew Weir and Company relative to the insurance of the freight on this steamer. Holt undertook to reply to the Company pointing out that the insurance had been effected contrary to the Committee's instructions and suggesting that the Company should bear the expense.

5. 8.8. 'Grahamland.”—Mr. Malkin undertook to see if there was any objec- tion to inquiring from Washington whether this steamer, which is understood only to draw fifteen feet, could get through the canal immediately.

6. 8.8. Emil."-A letter from Mr. W. St. D. Jenkins, Admiralty Contract Department, to Mr. Evans was read, relative to the claim for demurrage in the case of this steamer. It was decided that Messrs. Glover Brothers should be instructed to accept the offer of £250 which had been made by Messrs. Lysberg in full settlement.
