9. 8.3. Tandem."-A letter was read from Messrs. C. W. Kellock and Company explaining the amount of the surveyors' charges in connexion with the valuation of this ship. It was decided that Messrs. Kellock's account should be paid, but that they should be informed that the Committee considered the surveyors' charges very high in this case.

10. 8.0. "Bellas."—Mr. Holt reported the arrival of this vessel. took to inquire whether she could be sent to St. John's for pit-props.

Emil."-Mr. Holt read the correspondence between Messrs. Glover Brothers and Lysberg, Limited, on the subject of demurrage due from the latter.

Grahamland."—Mr. Holt reported that this vessel would be delayed a month owing to the closing of the Panama Canal.

15. Steamers under the management of Messrs. Grahams and Company.—Mr. Holt asked whether freight in regard to the steamers being managed by Messrs. Grahams, under the instructions of the Committee, should be paid to the Com- mittee or to the India Office. It was decided that these freights should be paid, to the Committee.

16. 8.3. Emir."-The Committee considered the question whether any refund should be made to the owners of the mangrove bark at this steamer, in respect of the freight paid by them to Messrs. Elder Dempster and Company. The Secretary was directed to obtain from the Company a statement of the various amounts involved, and the further consideration of the question was deferred pending receipt of this

statement.

17. 8.0. “Terpsichore.”—The Committee approved the agreement with Messrs. R. Thomas and Company for the management of this steamer at an inclusive rate of remuneration of £400 per annum, with reduction pro rata if the agreement should be cancelled before the completion of twelve months.

18. 8.8. "Gutenfels."-A letter was read from Messrs. Waltons and Company with regard to the collision between this steamer and the "Tervoe." The Com- mittee decided that the claim against the "Tervoe" should be proceeded with.

19. 8.0. "Carl."-The Committee agreed that this vessel should be offered to Messrs. Iredale Porter as managers.

Græcia.”—A letter was read from the Transport Department demur- ring to the suggestion that the date of the transfer of this vessel should be taken as the date on which she completed her discharge at Calais. It was decided that the case of this vessel differed from that of the "Adolphus," since the latter vessel had been brought home to this country under the orders of the Committee in order to fulfil a charter which had been arranged for her, whereas the "Græcia" had been under the orders of the Transport Department as from the date on which she finished discharging at Calais, and had, therefore, been brought home under their orders and not under the orders of the Committee.

THE EIGHTY-SECOND MEETING of the Committee was held at the Colonial Office on Monday, the 11th of October, 1915, at 3.15 p.m.

The following members were present:-

MR. C. TENNYSON, C.M.G., Colonial Office, who acted as Secretary in the

absence of Mr. Wiseman.

Mr. Evans acted as Chairman during the discussion of the last fifteen items in the absence of Admiral Slade.

1. The minutes of the preceding meeting were confirmed, subject to an altera- tion in paragraph 15.

It was arranged that for the future the meetings of the Committee should take place on Wednesdays, the next meeting being fixed for Wednesday, the 20th.

2. Steamships "Neumunster," "Signal," Thuringen." The Committee discussed a telegram which had been received in the Colonial Office from the Com- monwealth of Australia, showing that the "Neumunster was loading a general cargo to the United Kingdom. They decided that the position of this ship should be brought up again as soon as the Colonial Office had completed their correspon- dence with the Transport Department about the carriage of the Australian wheat crop.

8. 8.8. "Rooke."-The Secretary was directed to ask the Transport Depart ment whether they required this vessel, and it was decided that if she was not wanted by the Transport Department she should be fixed to bring wheat from Mon- treal. A letter had been received by Mr. Holt, from Messrs. Elder Dempster and Company, asking if they might be allowed the use of this ship for a further voyage to West Africa. The Committee suggested that, if the Crown Agents had a full cargo of Government stores which required shipment to the West Coast of Africa, they should apply to the Transport Department for tonnage. Mr. Holt agreed to communicate with the Crown Agents in this sense.

4. The Committee approved agreements with the Ocean Steamship Company, Limited, and Messrs. James Knott, Sons and Company, Limited, for the manage- ment of the steamships "Helgoland" and "Kawak."

Submarine signalling apparatus on board the "Hanna Larsen" and “Helgoland.”—The Committee considered a letter which had been received from Messrs. Waltons and Company with regard to this matter. They decided that if the Prize Claims Committee concurred they would pay the rent for these apparatus, but the matter should first be referred to the Prize Claims Committee.

6. Crown Agents' expenditure for telegrams on behalf of the Committee. The payment of a sum of £3 188. 11d. on this head was approved.

"Grahamland."-Mr. Holt reported that difficulties had arisen with regard to coaling this vessel at the entrance to the Panama Canal.

The Foreign Office had telegraphed to Washington on the subject. The Secretary read a despatch which had been received in the Colonial Office from the Officer Adminis- tering the Government at Ottawa with regard to the repairs to the "Grahamland," the account for which had been paid by the Government of British Columbia. was recommended that a reply should be sent saying that it was assumed that the Canadian Government would send detailed accounts with vouchers, which could be settled when the freight account was settled.

8. 8.0. "Bellas."-The Committee agreed that this ship might be offered to Messrs. Stewart and Company at a rate of remuneration not exceeding £250 per

annum.
