With reference to the enclosures in my secret despatch of the 9th November,* I have the honour to forward herewith transla- tion of an article in the Chung Wa Man Po of the 12th November, describing a second meeting of Chinese merchants at Canton with a view to extending the economic boycott, and of seven rules made at this meeting for suppression of the sale and pur- chase of certain goods and of the circulation of the notes of a certain country-meaning, of course, Great Britain.

Second meeting of merchants with a view to the extension of the economic boycott.
(From our correspondent, Tai Kung.)
The Merchants' Economic Boycott Extension Commission held its second meeting at 4 p.m. on the 9th instant. There were pre- sent fourteen members, and Tam Ha Sing presided. He informed the meeting that as there was not a quorum present the previous meeting was only held as an informal one, and therefore the questions as regards establishment of different departments for the despatch of the business of the Commission were not con- sidered. He asked if these questions should be discussed first, and as all present agreed they proceeded and made the following Resolutions:-
1. A Board of Presidents should be established, five in all, and the following were elected thereto :-Chau Chiu Shum, of the General Chamber of Commerce; Yuen Kam Sun, of

the Federated Commercial Associations; Tsau Fong Hi, of the Provincial Merchants Co-operative Association; and Li Shiu Shu, of the Municipal Commercial Association.
2. The Superintendents of the following three Depart- ments were appointed by election:-
For the General Department-Tsui Ming Sam, Super- tendent; Pang Tso Lap, Assistant Superintendent. For the Investigation Department-Pat Chiu Tung, Superintendent; Ip Tsz Kong, Assistant Superin- tendent.
For the Propaganda Department-Yeung Kung Wai, Superintendent; Hui Im Kung, Assistant Superin- tendent.
3. The rules (see below) for the suppression of purchase and sale of certain goods and of the circulation of the notes of the X country were passed.
4. Meetings shall be held every Saturday at 2 p.m., and notice should be duly given in writing by the Board of Pre- sidents.
5. The five Commercial Associations shall hold a joint meeting to raise funds for the support of the Commission.
6. The premises of the Canton General Chamber of Com- merce shall be made use of for the time being as the address of the Commission.
7. The Board of Presidents shall represent the Commission at any meeting of the Entire People's Economic Boycott Extension Commission, and shall arrange among themselves to attend to the management of the Commission by turn.
8. The various Departments will be provided with any number of officers as may be determined upon at any Depart- mental meeting according to the condition of the Depart-
ments.
9. The meeting was then dispersed.
RULES BY Merchants for SuppressiON OF SALE AND PURCHASE OF CERTAIN GOODS and of THE CIRCULATION OF THE Notes of a CERTAIN COUNTRY.
1. All merchants of our country shall carry out the economic boycott unanimously and automatically.
2. All merchants of our country shall unanimously and automatically cease relation with X country as regards pur- chase and sale.
3. All merchants of our country shall unanimously and automatically refuse to use the bank-notes of the X country.
4. Any merchant of our country who has any stock of goods of the X country left unsold shall fill the Inquiry Form
