8. Each Bureau will be provided with a Commissioner to h appointed by the Nationalist Government from among the mem- bers of the Provincial Government Council, who shall hold the But Commissionership in addition to his post in the Council. any member may not necessarily be required to fill any Commis- sionership in any Bureau in addition.

9. The Provincial Government will be provided with a Secre- tary to take charge of the Secretariat to be established, who shall act under the direction of the President and Routine Work mem bers of the Council.

10. Separate rules will be made for the organisation of the various Bureaux under the Provincial Government.

11. Standing orders will be made for meetings of the Provin- cial Government Council.

12. Separate rules will be made for the organisation of the Secretariat of the Provincial Government.

13. These rules will be enforced from the date of their publi- cation.

Policies of the Provincial Government.

1. Brigandage.

(a) Economic.

(i) Government will lay out a capital of $10,000,000 for development of wild land so as to afford occupation to people who are out of employment.

(ii) Landlords will be required to reduce the rates of their fields by 25 per cent.

(b) Military.

Four Divisions of soldiers will be formed for suppres- sion of brigandage.

(c) Political.

Sufficient police will be provided to safeguard against bandits and reactionaries.

2. Labour.

(a) To complete the construction of the Canton-Hankow Railway, and to open Whampoa as a commercial port.

(b) To construct Government roads in all districts in the south of the Province.

(c) To improve the silk industry.

(d) To develop new branches of industry.

(e) To unify labour movement, to establish a Chief Labour Union and to fix definitely the reasonable economic interests of the workmen.

3. Self-government of various districts.

(a) Local political colleges will be established to train 500 students, who will be sent to various districts-five for each. (b) To reorganise the Kuomintang Departments in various districts.

(c) A public meeting of the people in various districts shall be convened once every six months.

4. Peasantry.

(a) To organise a Committee to study and solve all ques- The Committee shall consist of tions relating to peasants. the Director of the Provincial Peasants' Section, a repre- sentative of the Provincial Co-operative Association, the Commissioners of the Civil Administration Bureau, the Peasants and Workmen Bureau and the Military Bureau. In settling any question, the interests of the peasants shall be chiefly kept in view.

(b) A District Armed-Corps Cadet College will be estab- lished for training 1,000 cadets. They will be then sent to various districts for training their local armed corps. these students, the Civil Administration Bureau, Military Bureau, the Peasants' Corps and the People Corps shall each recruit 250.

The Provincial Government will be declared to be reorganised to carry out the above policies with the object of making Kwong The Provincial Department of the Tung a model Province. Kuomintang will be reorganised within this month. Its Executive Committee will consist of nine to fifteen members, with five expectant members, and an Inspectorate of five members with three expectant members, will be appointed. Before the reorgani- sation the Provincial Council will be established, which shall consist of Sun Fo, Sung Tsz Man, Li Tsai Sham, Kom Nai Kwong and Chan Shu Yan.
