READ: Minute of His Excellency the Governor, No. 6, dated the 9th May, 1899, laying before the Council of Government a despatch from the Right Honorable the Secretary of State for the Colonies, and requesting the Council to consider the advis- ability of contributing a sum of £150 towards the establishment of a School of Tropical Medicine in London, at which Medical Officers of the Colonies may be given special instruction in the treatment of tropical diseases, and towards the cost of the Commission instituted to study the subject of Tropical Malaria.

After carefully considering the papers submitted to them, and considering the subject of the contribution to be of great importance to Tropical Colonies, your Committee recommend the Council to sanction the expenditure of the amount applied for, and that it be paid in one instalment instead of two, as suggested by the Secretary of State for the Colonies.

I Now enclose accounts, duly vouched by Sir Michael Foster, for various goods and works procured for the Malarial Observers. I am afraid some of them have been delayed here rather a long time and I shall be much obliged if you can put them through for prompt payment, as some of the people are anxious for their money. I have obtained the cheque from the Government Grant Committee for £300, and, as soon as I have got the Treasurer's signature to our own cheque, will send on the amount to the Crown Agents.

Mr. C. W. DANIELS to COLONIAL OFFICE. (Received June 30, 1899.)

Blantyre, British Central Africa,

May 16, 1899.

I HAD the honour on April 14th* to inform you that as the unhealthy season was nearly over, and both my colleagues, who had been in the Protectorate since February 1st, had reported unfavourably of the material available for investigation, the question might speedily arise as to the advisability of as prolonged a stay in British Central Africa as was at first contemplated.

2. My colleagues still adhere to the opinion they previously expressed, and are jointly reporting to that effect to the Royal Society.

I have carefully considered the question, and seeing the amount of material available in Blantyre and Zomba alone, I am strongly of opinion that as long a time as is possible should be allowed us here.

I admit the disadvantages, mainly paucity of patients in hospital, but consider that there are certain special advantages which we are not likely to meet with elsewhere.

3. As ny colleagues wish my report to be separate entirely. I will on the completion

of their report forward to the Royal Society my report on the subject and will send you a copy.

4. With a view to extending the field of observation and to the performance of certain investigations which require a higher natural temperature than is at this time of the year to be met with in the Highlands, I am spending two or three months at Fort Johnston, which will enable me to be in touch with the Lake District.

Blantyre will still be our headquarters, and at least one member of the Commission will permanently reside there.

This step has been decided on after consulting Her Majesty's Commissioner, the Principal Medical Officer, and the medical gentlemen, who have been most active in their assistance, and has their entire approval.

5. Considerable expense has been incurred by the Commission in fitting up the laboratory as well as the journey here; and some by local firms who have given us

facilities.

If any change is decided on it should be to some place in which we can be certain of having advantages which we do not possess here, and I know of none where any such ones would be very decided.
