I have the honour to transmit to you, for your consideration, the accompanying copy of a report of a Committee which I appointed to consider questions relating to the position of students holding scholarships in the United Kingdom granted by Colonial Governments. I also transmit a copy of the letters which I caused to be addressed to the Chairman of the Committee showing the scope of the enquiry.
2. The Committee consisted of Sir Cecil C. Smith, G ̊C.M.G., sometime Lieu- tenant-Governor of Ceylon and Governor of the Straits Settlements (Chairman), Mr. J. L. Strachan Davidson, Fellow and Tutor of Balliol College, Oxford, Mr. W. N. Shaw, F.R.S., Fellow and Tutor of Emmanuel College, Cambridge, and Mr. W. D. Ellis, of this Department; and I consider their clear and businesslike report deserves the careful consideration of the Colonial Governments.
