MINUTES OF THE TWENTY-SIXTH MEETING OF THE FINANCE SUB- COMMITTEE OF THE IMPERIAL BUREAU OF ENTOMOLOGY, HELD AT 3.30 p.m., ON 3RD FEBRUary, 1921.

THE minutes of the 25th Meeting of the Sub-Committee* were approved. 2. The Sub-Committee considered the application of the new scales of salary which were recommended for the staff of the Bureau by the Imperial Entomological Conference. They approve the following salaries with effect from the 1st April next, subject to the addition in each case of the appropriate cost of living bonus, as sanctioned from time to time for members of the Civil Service in London:

In approving these salaries, the Sub-Committee desired to place on record the following observations :—

(1) If the minimum of the new scale of salary exceeds the present salary of the holder of the post, the minimum should be taken as the starting point in the new scale, unless there are special reasons for granting one or more increments at once. Such increments should not be given merely in respect of length of service.

(3) Dr. Uvarof to retain present incremental date, viz., 25th June. The Director was given discretion to engage suitable candidates to fill the vacancies for Senior Clerk and Lady Secretary at such initial salary not exceeding the minimum of the approved scales as he thinks fit.

The Director was authorized to inform Mr. Golledge that, when he reaches the maximum of his present scale, viz., £120 per annum, he will recommend to the Com- mittee that the post of Librarian should be substituted for that of Library Assistant,

with an increased scale of salary, and that the appointment should be given to Mr. Golledge, provided that he continues to give satisfaction in his work.

3. The Director reported that Mr. H. Campion, who has for ten years held the appointment of Senior Clerk, is unable, owing to ill-health, to cope with the work. In the circumstances, the Sub-Committee authorized the Director to inform Mr. Campion that his appointment must be terminated; and they decided, as an act gratuity of £200 as a special case, which must not of grace, to pay Mr. Campion be regarded as forming a precedent.

4. Draft rules for the Provident Fund for the staff of the Bureau were examined in detail, and approved, subject to certain amendments, which are incor- porated in the attached copy.

In the course of the discussion on these rules, during which Mr. Herbert Smith from the office of the Crown Agents for the Colonies attended, certain observations were made which the Sub-Committee desired to place on record :-

(1) The Secretary explained, in reply to a question from Sir David Prain, that the scheme for a Provident Fund for certain temporary officers in the Colonial Service recently submitted by Dr. J. W. Evans had not been accepted. and the Sub- Committee decided that it was best to proceed with the scheme for the Bureau of Entomology independently of any such general scheme.

(2) Mr. Smith explained that the financial benefits from the scheme, which was modelled on a scheme adopted by the Crown Agents for the Colonies, were very similar in effect to those obtained under the ordinary Civil Service Pension Regula- tions, inasmuch as the annuity purchasable on retirement at the age of 60, after (say) forty years' service, would be practically equal to the Civil Service pension payable in respect of the same length of service. It was pointed out, however, that, under the Provident Fund scheme, each individual contributed towards the sum ultimately available for the purchase of an annuity, whereas, under the Civil Service Pension Regulations, no such direct contribution was made, and to this extent the financial benefits obtained from the Provident Fund scheme were not so great as those under the Civil Service Pension Regulations.

(3) Dr. Neave raised the point whether the rate of contribution should not be raised above five per cent. of emoluments, but the Sub-Committee decided that, for the present, the rate of contribution should be fixed at five per cent. of emoluments, with a similar contribution from the funds of the Bureau, and that the question of increasing the rate of contribution possibly to seven and a-half per cent. might be considered at a later date, in the light of further experience, if it seemed desirable to raise it again.

With regard to the suggestion that a special gratuity should be given to permanent members of the staff of the Bureau on retirement, in respect of their service prior to the introduction of the Provident Fund, the Sub-Committee asked the Director to bring forward at the next meeting definite proposals for considera- tion, showing what expenditure would be involved by their adoption.

5. Sir Sidney Harmer observed that the Sub-Committee seemed rather small for dealing with the various financial questions which arose; and it was decided that Dr. A. G. Bagshawe, C.M.G., should be invited to serve on the Sub-Committee, as an additional member.

6. The Director informed the Sub-Committee that he had received an offer from Mr. F. Aldridge for the collection of advertisements for publication in the Bulletin of Entomological Research and the Review of Applied Entomology.

The Sub-Committee authorized the Director to accept the proposal made by Mr. Aldridge, in his letter of the 2nd February, for one year in the first instance.

It was explained that the advertisements would be censored by the Director or the Assistant Director; that they would be placed at the end of the Bulletin and the Review, and that they would be separately paged so that they could be easily dealt with when copies of the publications were being bound.

7. In accordance with the authority given at the last General Meeting* of the Committee, the Director made inquiries in regard to arrangements for the publica- tion of systematic papers on entomology in journals other than the publications of the Bureau. He reported that he had been in communication with Messrs. Taylor and Francis, and also with the Entomological Society on the subject.
