Reports arrival of Dr. Washburn, and that, pending instructions, Dr. Campbell will act as Medical Officer in charge and Dr. Washburn 88 Second Medical Officer, and suggests that the services of Dr. Covington as Second Assistant Medical Officer should be applied for.
