Expresses the opinion that to enforce | 10
clearings in the vicinity of native villages with the object of preventing the spread of sleeping sickness would be to inflict a considerable hardship upon the natives; recommends, therefore, that the matter be allowed to remain in suspense for three or five years, when a second investiga- tion should be carried out, and a comparison of the results obtained to show whether any action is neces- a Medical Bary; but suggests that Officer should be appointed as soon as possible to travel through the Western Province of Ashanti to at- tend to the needs of the natives, and who should be specially instructed to devote attention to cases of sleeping sickness.

plan of the area suggested by the Principal Medical Officer as suitable for an isolation camp; and points out that, in view of Dr. Young's report on the prevalence of tsetse fly in and near this area, it is doubtful whether it could be used for the purpose.

Explains that the objection raised in No. 13 to Dr. Rice's proposal of compulsory notification and segrega- tion is not to segregation but to com- pulsion.

but a
"watchful attitude" must for
the present be the line of defence against sleeping sickness in the Western Province of Ashanti; hopes that later a travelling-Medical Officer will be appointed.
Transmits copy of No. 18; observes with regard to the appointment of a travelling Medical Officer that, although an addition to the staff for this purpose is not possible, it is gathered that Dr. Ingram is, or was, recently carrying out the work.
