for meeting expenditure connected directly or indirectly with research work in tropical Africa;
(2) That it should be left to the discretion of the Director to send to all contributing Governments free copies of the Bulletin of Entomological Research at the rate of not more than one copy for each £50 subscribed, but that for the current year no such copies should be sent free unless application is made for them.
(3) That the Director should be authorised to expend a sum not exceeding £50 per annum in subscribing to journals which he regards as valuable and which he cannot obtain by exchange.
The Committee approved of these recommendations.
3. The quarterly report* of the Director was received.
Arising out of his report, the question of employing one of the Carnegie scholars on special work under Mr. W. F. Fiske in Uganda or Nyasaland was considered. Mr. Read explained that Mr. Fiske was one of the most capable entomologists in the service of the United States Bureau of Entomology, but that it would be a departure from the strict terms of Mr. Carnegie's donation to send a Carnegie scholar else- where than America while in receipt of his scholarship, although in this case he would be working under an American, and could not obtain in America a better training in field work than he would by assisting Mr. Fiske. The Committee fully agreed with the proposal, and the Secretary was instructed to prepare a letter to Mr. Carnegie, for Lord Cromer's signature, seeking his concurrence.
4. A copy of a despatcht to the Acting Governor of Ceylon on the subject of a contribution to the Bureau from the Municipality of Colombo was received."
5. The Committee considered the question of the further employment of Mr. S. A. Neave and Mr. J. J. Simpson, whose engagements will terminate on the 31st of December and the 14th of December, respectively. In this connection it was explained that the grants, amounting to £2,000 per annum (£1,000 from the Imperial Government and £1,000 from the West African Colonies), with which the Entomo- logical Research Committee had been started in 1909 would, under the present arrangements, come to an end on the 31st of March, 1914. The Committee had no hesitation in recommending that the Secretary of State should ask for the renewal of these grants for a further period of five years; and as the work both of Mr. Neave and Mr. Simpson had given entire satisfaction, the Committee recommended that, in the event of the grants being renewed, both the Travelling Entomologists should be offered re-engagement for a further period of four years on the same terms as before.
The question of requesting Mr. Neave and Mr. Simpson to concentrate their attention on Glossina problems was postponed for consideration at the next General Meeting.
6. A copy of correspondencet with the India Office on the subject of the Indian Government's contribution to the Bureau was received. The Committee expressed their appreciation of the trouble taken by Lord Cromer in the negotiations, which had resulted in the Indian Government agreeing to contribute £500 per annum for three years to the Bureau.
One of the conditions on which this contribution had been promised was that the Bureau would conduct an enquiry respecting Stegomyia suggested by Major James, of the Indian Medical Service, in a report which he had recently written on yellow fever. Lord Cromer asked that a letter might be sent to the India Office saying that the Committee was considering the action to be taken in this matter. In the meantime it was decided to appoint a Sub-Committee to deal with the whole question. The following were invited to serve on the Sub-Committee:-

REPORT OF THE CHAIRMAN OF THE FINANCE SUB-COMMITTEE, (FOR COMMUNICATION TO THE MANAGING COMMITTEE OF THE IMPERIAL BUREAU OF ENTOMOLOGY at the 16th GENERAL MEETING.)
1. In accordance with the reference at the last General Meeting, the Finance Sub-Committee have considered the question whether the sum of £708 standing to the credit of the late Entomological Research Committee on the 1st of April, 1913, should be merged in the general funds of the Bureau or kept as a reserve to meet any special expenditure which may be found necessary in connexion with the work of the Bureau in tropical Africa. In view of the possibility of additional calls being made upon the funds of the Bureau for the prosecution of the work in tropical Africa, especially the probable extension of the investigation of the bionomics of Glossina morsitans and tsetse generally in Africa, the Sub-Committee decided to recommend that the balance of £708 should, at any rate for the present, be retained for meeting expenditure connected directly or indirectly with research work in tropical Africa.
2. The Sub-Committee has also had under its consideration the question of distributing free copies of the Bulletin of Entomological Research to all Govern- ments which contribute to the Bureau, and the arrangements to be made for obtaining for review copies of publications which cannot be obtained by means of exchange.
Provisionally, they recommend that it should be left to the discretion of the Directors to send to all the contributing Governments free copies of the Bulletin at the rate of not more than one copy for each £50 subscribed, but that for the current year no such copies should be sent free unless (as in the case of the Government of New South Wales) application is made for them.
As regards subscriptions for journals which cannot be obtained by exchange, the Sub-Committee recognise the importance of reviewing in the Bureau's monthly publication all entomological literature which is of economic importance, and they recommend, therefore, that the Director should be authorised to expend a sum not exceeding £50 per annum in subscribing to journals which he regards as valuable and which he cannot obtain by exchange. QUARTERLY REPORT OF THE DIRECTOR OF THE IMPERIAL BUREAU OF ENTOMOLOGY.
(FOR COMMUNICATION TO THE Managing Committee of the Bureau at the 16тH GENERAL MEETING.)
Since the last meeting of this Committee, Lord Cromer has been good enough to interest himself actively in the endeavour to secure the adhesion of the Indian Government to our Bureau. Not only did he approach the Viceroy, but also he discussed the matter both personally and by letter with the Secretary of State for India. Lord Crewe was entirely sympathetic, and recently he was able to inform Lord Cromer that Lord Hardinge "had telegraphed that in view of the great importance to India from a sanitary point of view of co-ordination in research work, the Governing Body of the Indian Research Fund have decided to contribute £500 a year for a period of three years" to this Bureau. The thanks of the Committee are due to Lord Cromer for the considerable personal trouble which he has kindly taken in attaining this very satisfactory result.
In connection with this matter, it is understood that the Indian Government is desirous that a Stegomyia survey should be carried out along the probable trade- routes between India and Panama, in view of the possibility that yellow fever may spread eastwards after the opening of the Panama Canal; but no definite proposals have yet been received. This matter appears in the agenda for to-day's meeting, and the Committee will thus have an opportunity of considering the general lines upon which such an investigation should be carried out.
With regard to the representation of the self-governing Dominions on this Committee, the Governments of New South Wales, Victoria, Quecensland, and Tasmania have expressed their approval of the proposal of Sir Thomas Robinson
