States that Sir E. Grey is prepared, as a ! result of the report of the Inter- departmental Conference, to take steps to convene, if possible, an International Conference: but pro- poses to obtain the views of the French Government in the first instance, as, if an unfavourable reply is received from that Government, the question of proceeding with the project will be a matter for considera- tion.
Concurs in the proposal in No. 3, but prefers to express no opinion as to the desirability of holding an Inter- national Conference without the co- -operation of the French Government until the reply of that Government has been received.
Forwards copies of No. I; points out that the evidence given before the Conference should be regarded as confidential.
Transmits a copy of a despatch received from His Majesty's Ambassador at Paris in March last showing that the French Government had then no intention of establishing prohibition to the trade in skins and feathers of wild birds, owing to the serious effect which would result oti French industry together with a copy of a despatch to the Ambassador pointing out that the other Governments con- sulted are by no means unfavourable to the proposed international con- ference, and requesting that the French Government may re-consider their previous decision in the matter.
Transmits a copy of a despatch from His Majesty's Minister at Caracas respecting the trade in egret plumes in the Orinoco Basin.
December 3 Transmits a copy of a letter froin Mr. James Buckland forwarding a trans- lation of an Order now in force in Dutch New Guinea for the pro- tection of wild animals and birds, and emphasising the desirability of securing Germar co-operation in Ger- man New Guinea.

Transmits a copy of a despatch from His Majesty's Ambassador at Paris forwarding a copy of a note showing that the French Government are still unwilling to co-operate in the pro- posed International Conference; requests views in these circumstances on the question of proceeding with the idea of an international con- ference, and considers the best pro. cedure would be to approach indi- vidually the Governments concerned, and endeavour to induce them to adopt some measures of preservation,

Transmits a copy of a letter to the, Foreign Office expressing the view. that an international agreement with- out the co-operation of France would contribute but little towards the pro- tection of bird life, and that the best course would be to approach the Governments concerned individually, but suggesting that action should be suspended pending the receipt of the remaining replies to the Foreign Office Circular.
Considers that even if France refuses to Rend representatives, the proposed International Conference should prove neeful, as it would be difficult for France to stand out and to refuse to introduce any protective legislation; expresses the hope, therefore, that Sir E. Grey will be able to convene such un international conference at an early clate.
States that, in view of possible inter- national action, it is desirable to secure, as far as possible, uniformity in Colonial legislation; and requests, therefore, that if necessary the law inay be amended to effect this.
States that it has been decided to convene an International Conference on the lines suggested by the Committee; en- closes a draft despatch to His Majesty's representatives abroad, instructing them to invite representation at the Conference: and adds that France, Greece, and Denmark will not be invited, but will be informed of the steps which are being taken.
Encloses a copy of No. 13 and requests that Ministers will consider whether steps might not be taken
to pass similar legislation, where it does not already exist, as suggested therein.
