various Governments should be promised for three years, at the end of which period the matter can, if necessary, be reconsidered. I should be glad if you would inform me as soon as possible whether your Government will undertake to contribute the sum proposed above for three years, the first contribution to be made in respect of the financial year 1913-14.
4. It will be convenient if you would arrange for the contribution of your Government to be paid annually to the Crown Agents for the Colonies for the account of the Committee.
[5. To Ceylon only:-With regard to the enclosures in your despatch of the 27th of November,* I can assure you that there is no intention, whatever, on the part of the Committee to interrupt direct intercourse between specialists in different parts of the Empire, or in any way to interfere with the local departments of Entomology in the Dominions and Colonies.]

(No. 7.) SIR,
No. 108. HONG KONG,
L. HARCOURT.
THE SECRETARY OF STATE to THE GOVERNOR.
Downing Street, 8th January, 1913.
I HAVE the honour to acknowledge the receipt of your despatch, No. 388, of the 14th of November.† stating that the Government of Hong Kong would desire to participate in the facilities afforded by the Imperial Bureau of Entomology which it is proposed to form in London.
2. I am glad to learn that your Government share my view as to the usefulness of such an organisation, and I trust that I shall shortly be in a position to inform you that all the preliminary arrangements have been made with the Imperial Treasury and the self-governing Dominions which are interested in the scheme.
3. J observe that you are prepared to ask the Legislative Council to vote a contribution to the Bureau of £50 per annum. I concur in the opinion of the Entomological Research Committee, which will act as the Managing Committee of the Bureau, that this will be a reasonable sum for the Government of Hong Kong to contribute towards the cost of maintaining the Bureau, and I should be glad, therefore, to learn that your Government, like the other Governments which wish to co-operate, will guarantee the payment of this sum for three years, at the end of which period the matter can, if necessary, be reconsidered. The first contribution should be made in respect of the financial year 1913-14.

I have, &c.,
J. R. CHANCELLOR.
COLONIAL OFFICE to THE IMPERIAL COMMISSIONER OF AGRICULTURE FOR THE WEST INDIES.
Downing Street, 16 January, 1913.
I AM directed by Mr. Secretary Harcourt to state, for your information, that arrangements have now been made for the extension of the work of the Entomological Research Committee to the West Indian Colonies.
2. As you are aware, the West Indian Agricultural Conference at Trinidad, which Mr. G. A. K. Marshall attended, unanimously adopted a report submitted by the entomologists present to the effect that the West Indies should co-operate with the Committee, and make a financial contribution towards the expenses which would be incurred by the Committee in connection with this extension of their work. The West Indian Governments have agreed to contribute a sum amounting to £250 per annum to the funds of the Committee, which will co-operate with them on the following lines :—
As regards the agricultural side of the work, the Committee is prepared to make the necessary arrangements for the prompt identification of any actual or potential pests which may be forwarded by the entomologists employed by the West Indian Governments, and to furnish any other information or assistance which may be needed for the furtherance of their work. As regards medical entomology, medical officers in the West Indies who are interested in the subject will send material to the Committee either direct or through the Head of the Medical Department in which they are serving, and the Committee will then furnish a report on the material and return authoritatively named specimens of the insects to the Medical Officer himself and to any local institutions to which they are likely to be of service.
