I HAVE the honour to transmit to you herewith, with reference to my telegram of the 16th December,* a copy of a minute, No. 1040, from Ministers, dated 10th December, on the subject of the proposed scheme for Imperial co-operation in preventing the spread and furthering the investigation of noxious insect pests.

2. All three Islands have already agreed to make their respective contributions to the Entomological Research Committee payable in respect of the current financial year, and thereafter annually.
3. I would request that this be intimated to the Crown Agents, and that they be requested to make the payments on account of Grenada, St. Lucia, and St. Vincent, as suggested in the concluding paragraph of Mr. Cameron's despatch above quoted.

With reference to His Excellency the Governor-General's minute, No. 33/282, of the 25th October last, transmitting a copy of despatch, No. 459, from the Right Honourable the Secretary of State for the Colonies relative to the Conference recently held at the Colonial Office to consider the proposed scheme for Imperial co-operation in preventing the spread and furthering the investigation of noxious insect pests, Ministers have the honour to inform His Excellency that the proposals made for extending the scope of the work of the proposed Bureau meet with their approval, and that they are prepared to contribute a sum of £350 per annum for a period of three years towards the expenditure involved.
Ministers also agree, in reference to paragraph 5 of the despatch, to the suggestion made by Dr. Gordon Hewitt that contributing Governments might be represented on the governing body of the Bureau by duly appointed members of the existing Entomological Research Committee, and that the Government Entomologists be made ex officio members of the Committee; and in order to save time Ministers beg to nominate Mr. Guy A. K. Marshall, Scientific Secretary of the Committee, as their representative, if his services are available for the purpose and he is willing to undertake the representation, and will be glad if he can be approached accordingly on their behalf.
Ministers further recommend that His Excellency may be pleased to com- municate the terms of this minute to the Right Honourable the Secretary of State for the Colonies by cable in accordance with the request contained in the concluding portion of the despatch.

In reply to your despatch, Miscellaneous, of the 19th November,* on the subject of the date from which this Colony's contribution towards the extension of the work of the Entomological Research Committee to the West Indies and British Guiana should commence, I have the honour to state that it is proposed that the British Guiana contribution should commence from 1st April next, as I feel sure that any other arrangement would meet with opposition from the Elective Members of the Combined Court.

I HAVE the honour to acknowledge the receipt of

stating that the Government of [Ceylon] [the Federated Malay States] [Seychelles] would desire to participate in the facilities afforded by the Imperial Bureau of Entomology which it is proposed to form in London.
2. I am glad to learn that your Government share my view as to the usefulness of such an organisation, and I trust that I shall shortly be in a position to inform you that all the preliminary arrangements have been made with the Imperial Treasury and the self-governing Dominions which are interested in the scheme.
3. It is estimated that the cost of upkeep, including salaries, printing office expenses, &c., will amount to at least £2,600 per annum. The greater portion of this expenditure will be contributed by the self-governing Dominions, but I concur in the opinion held by the Entomological Research Committee, which will act as the Managing Committee of the Bureau, that it is only fair that any Colony which makes use of the facilities provided by this organisation should contribute to the cost of its maintenance. I feel sure that the reasonableness of this view will commend itself to you, and I would therefore suggest that the Government of [Ceylon] [the Malay States] [Seychelles] should contribute [£100] [£100] [£25] annually towards the Bureau.
