Sultan in Council has been pleased to cancel Rule No. 11 published in the Johore Government Gazette of November 30th, 1911, and to substitute the following rule :—

Statistical Information required by Article 21 of the International Opium Convention, 1912, for the period of five years from 1907 to 1911 inclusive.
Raw Opium. Before the year 1910 the retail trade in prepared opium was in the hands of Chinese "farmers" (one for the mainland and one for Langkawi Island), who imported raw opium from Penang, cooked and prepared it themselves. and then retailed it. No records have been kept of the amount of raw opium imported by the "farmers."
In the year 1910 the Government has assumed the monopoly (on the mainland in January and in Langkawi Island in July). It imports opium prepared in the Penang Government Factory, and no raw opium is now imported or sold in the State.
Morphine, Cocaine, &c.-No morphine, cocaine, and none of the drugs and preparations referred to in the Convention have been imported or sold in the State.
Prepared Opium.-The sales of prepared opium in the State are shown below:-

The price of prepared opium has been gradually advanced from $2.80 a tahil in 1910 to $5 a tahil in 1912.

Office of the Adviser, Alor Star, Kedah, 5th March, 1913. I HAVE the honour to inform you that the consumption of chandu in the State of Kedah in the year 1912 amounted to 230,550 tahils. The consumption in 1911 was 234,264 tahils, and in the current year the labour force of Chinese miners in the Baling district, of Chinese coolies in all the rubber estates, and of Chinese coolies on the railway, has so enormously increased that I am much surprised that any decrease of consumption should have been possible.

In the State of Perlis the consumption fell from 17,688 tahils in 1911 to 16,137 tahils in 1912. The decrease is about 8 per cent. The population neither increased nor decreased during the year.
3. In neither State was there any importation, exportation, traffic, or con- sumption of raw opium, morphia, cocaine, or any other article the subject of the International Convention.
4. In accordance with your request, I submit two copies of the Kedah Chandu Enactment, 1329.* the Perlis Chandu Enactment, 1328, and the Perlis Morphia Enactment, 1328.* I also submit two copies of the Kedah Morphia Enactment, 1328,* to which, I regret to say, I omitted to refer in the report forwarded with my letter of the 30th December last.

The gradual diminution of the sales from the year 1907 to the year 1909 is due to the stopping of the tin mines and the emigration of the Chinese miners. The year 1910 was a terrible year: a severe drought, a widespread cholera epidemic, and a failure of the rice harvest left their marks on the country in every way. The increased sales in the year 1911 are due to the influx of Chinese labourers on the rubber estates.

Opium. No information is available regarding the sales of raw or prepared opium prior to April, 1910. Before that month the trade was in the hands of
GOVERNMENT of Perlis.
Enactment entitled "The Chandu Enactment, 1328 (1910-1911)." (English Translation.)
Brought into force from the 1st Rabi-el-Akhir, 1328, corresponding to the 12th April, 1910.
1. The Government has the sole right of importing chandu or opium into Perlis,
and of selling or authorising persons to sell chandu or opium therein.
2. The importation of chandu or opium, or of articles mixed with chandu or opium, is strictly prohibited, except medicines from Europe or mixtures made for the purpose of eradicating the chandu habit, which may be imported with the written permission of the Superintendent of the Chandu Monopoly.
3. The cooking of opium or chandu dross into chandu is strictly prohibited. 4. The sale of opium is strictly prohibited.
5. The sale of chandu is strictly prohibited, except under a licence taken from
the Government under this Enactment.
6. It is strictly forbidden to mix chandu bought from the Government with
any substance.
7. All officers of the Chandu Monopoly Department may inspect goods imported
into the State, and, should they have any suspicion, search persons; and in the case
of women they will be searched by female officers.
8.
Goods the ownership of which is unknown may be detained by the chandu officers until the owner appears.
