Southern Nigeria, 2nd June, 1913. REPORT ON THE OPIUM ORDINANCE, 1913.
I HAVE the honour to report to Your Excellency upon Ordinance No. 4 of 1913, entitled "An Ordinance to give effect to the measures decided upon in the Inter- national Opium Convention signed at the Hague on the 23rd day of January, 1912, and to regulate the importation into and the storage and disposal of Opium, Morphine, Cocaine, and similar drugs in the Colony and Protectorate of Southern Nigeria."
2. This Ordinance has been passed in obedience to the instructions of the Secretary of State. It is, I believe, part of a general plan of legislation for the Crown Colonies.
3. In my opinion, Your Excellency may properly assent to this Bill in the name of His Majesty.

JOHORE. Memorandum.
During the years 1907-1909 the exclusive right of importing raw opium into Johore, together with the exclusive right of preparing and selling the same for con- sumption, was vested in certain Chinese. An attempt has been made to procure particulars of the quantity of opium so imported and sold, but it has been found impossible to obtain information upon which reliance may be placed.
2. During the half-year commencing 1st January, 1910, the Government of Johore itself exercised the exclusive right of importing raw opium and preparing it for consumption.
From 1st July, 1910, the existing practice came into operation, whereby, under an arrangement entered into with the Government of the Straits Settlements, no raw opium is imported into Johore, but the Monopolies Department, Singapore, supplies Johore with all the prepared opium (chandu) which is required.
The quantity of prepared opium sold for consumption in Johore since 1st January, 1910, has been as follows:-

3. It is believed that no morphine or cocaine has at any time been imported into Johore other than that which has been used for legitimate medical purposes.
