I HAVE the honour to acknowledge the receipt of your despatch, No. 113, of the 17th of March,* and to inform you that His Majesty will not be advised to exercise his power of disallowance with respect to Ordinance No. 4 of 1913 of the Legislature of Sierra Leone, entitled “ An Ordinance to give effect to the measures decided upon in the International Opium Convention signed at the Hague on the 23rd day of January, 1912, and to regulate the importation into and the storage and disposal of opium, morphine, cocaine and similar drugs in the Colony and Protectorate."
2. The date when you are to bring the Ordinance into operation will be communicated to you in due course.
3. I have again to point out that the Attorney-General's report on this Ordinance is not drawn up in the form prescribed in Colonial Regulation 182, in which it is laid down that the Law Officer should advise, not as to what His Majesty should or should pot do, but as to whether, in his opinion, the Governor's assent may or may not properly be given.

WITH reference to your despatch, Miscellaneous, of the 19th July last,† I have the honour to transmit, herewith, two authenticated and twelve spare copies of "An Ordinance to give effect to the measures decided upon in the International Opium Convention signed at the Hague on the 23rd day of January, 1912, and to regulate the importation into and the storage and disposal of opium, morphine, cocaine and similar drugs in the Gold Coast Colony," which was read a third time at a meeting of the Legislative Council held on the Ist instant, and passed as Ordinance No. 1 of 1913; together with the Attorney-General's report thereon.
2. I trust that His Majesty may not be advised to disallow this Ordinance.
