Downing Street, 10 December, 1912. I AM directed by Mr. Secretary Harcourt to acknowledge the receipt of your letter of the 5th of December,* transmitting a copy of draft instructions to His Majesty's Minister at the Hague for the signing of the Opium Convention.

2. Mr. Harcourt concurs generally in the draft, but he desires me to say that the State of North Borneo should be added to the list of Dominions, Colonies, &c. in accordance with the letter from this Department (No. 15883/12) of the 4th of June.†

Gibraltar, 5th December 1912. WITH reference to your despatch, No. 153, of the 14th ultimo, approving the draft of an Ordinance it is proposed to enact to give effect to the provisions of the International Opium Convention, I have the honour to transmit a copy of a Memo- randum from the Attorney-General in which it is suggested, for the reasons therein set forth, that certain alterations be made in the draft Ordinance with a view to meeting the objections of local chemists. I beg to submit these suggestions for your consideration and approval before proceeding to enact the Ordinance.

No. 243, of the 14th of September,† and to inform you that I concur with the views expressed therein as to the steps to be taken for regulating the importation of opium, and the prohibition of the re-exportation of opium imported into the Pro- tectorate and the cultivation of the opium poppy.

COLONIAL SECRETARY,

In view of the fact that the local chemists anticipate that the proposed Opium Ordinance, in its present form, will cause considerable inconvenience to them in the course of their ordinary receiving of cases and parcels of drugs, the Treasurer, who, as Collector, will be the officer controlling the importation, has made enquiries on the subject, and provided me with the result.

The following alterations would effect what is asked for :—

(1) An addition to Section 4 of the words " and forthwith declaring it to the

Collector."

(2) The alteration of Section 5 as follows:-

All opium imported into Gibraltar in larger quantities than the

following, namely

Raw opium or medicinal opium Morphine

Heroine, cocaine, or similar drugs

2 lbs.

2 oz. 1 oz.

shall be deposited, at the cost, risk, and peril of the importer, in the Queen's Stores."

(3) The addition in Section 6, after the words " Queen's Stores," of the words

or the public quay."

WITH reference to Sir Reginald Hart's despatch, No. 660, of November 4th, I have the honour to enclose, for your information, copies of despatches from the Administrators of Southern and Northern Rhodesia, stating that, in consequence of the decision of the Union Government, they do not consider that the territories under their respective administration should adhere to the International Opium Conven- tion.

2. In the circumstances, I shall be glad to know whether you consider that the Convention should be signed on behalf of the native territories. If the Protectorates become parties to the Convention it will be necessary to enact legislation.
