High Commissioner's Office, Pretoria, November 4th, 1912. WITH reference to my despatch, No. 517, of August 28th,* I have the honour to inform you that there would be no objection to the International Opium Con- vention, dated January 23rd, 1912, being signed on behalf of Basutoland, the Bechuanaland Protectorate, and Swaziland.
2. I enclose, for your information, copies of further despatches from and to the Administrator of Southern Rhodesia with regard to the adherence to the Con- vention of the Administration of that territory. I will inform you of the final decision taken as soon as I receive Sir William Milton's reply to my despatch.
3. I have not as yet received information as to the decision of the Adminis- tration of Northern Rhodesia on the subject.

Foreign Office, 5th December, 1912. WITH reference to your letter of the 8th ultimo (33275),* and previous correspondence, respecting the International Opium Convention signed at the Hague on January 23rd last, I am directed by Secretary Sir E. Grey to state that in accord- ance with the latter part of the declaration which accompanied the signature of His Majesty's Plenipotentiaries, he proposes now to instruct His Majesty's Minister at the Hague to sign the Convention on behalf of the British Dominions, Colonies, &c., which have signified their desire to become parties thereto.
I am accordingly to transmit, herewith, draft instructions which have been pre- pared authorizing Sir A. Johnstone to take the necessary steps for this purpose, and I am to inquire whether Mr. Secretary Harcourt concurs therein.
As Article 23 of the Convention contemplates that signatures shall be affixed thereto before the end of the present month, Sir E. Grey would be glad to receive a reply at Mr. Harcourt's early convenience.

Administrator's Office, Salisbury, 20th September, 1912. WITH reference to Your Excellency's despatch, No. 11/71, of the 23rd ultimo, on the subject of the International Opium Convention, I have the honour to inform Your Excellency that this Administration desires to comply with the expressed wish of the Secretary of State that it should adhere to the Convention; but, in view of the abstention of the Government of the Union, it would be glad to learn whether it is the intention that the Protectorates under the direct administration of the High Commissioner should also become adherents, as it does not consider it advisable that Southern Rhodesia should take action entirely independently.

I HAVE the honour to acknowledge the receipt of your despatch, No. 124, of September 20th, on the subject of the International Opium Convention signed at the Hague on January 23rd, 1912, and to state that, so far as Basutoland, the Bechu analand Protectorate, and Swaziland are concerned, the Secretary of State is being informed that there would be no objection to the Convention being signed on behalf of those territories.
2. I shall be glad to be informed of the final decision of the Southern Rhodesia Administration at an early date.

As you are aware, the signature of the International Opium Convention of January 23rd, 1912, by His Majesty's Plenipotentiaries was accompanied by a declaration, the latter part of which reserved to His Majesty's Government the right of signing or of separately denouncing the Convention in the name of any of His Majesty's Dominions, Colonies, Dependencies, or Protectorates other than those previously specified in the declaration.
In accordance with this stipulation, you are authorized to sign the Convention on behalf of the British Dominions, Colonies, &c. hereunder mentioned, and I request that you will communicate with the Netherlands Government with the view of carrying out this formality :-
