I HAVE the honour to forward, herewith, for your information, a copy of a letter from the Department of External Affairs, dated 26 July, relating to the Opium and Drug Convention, 1912, and forwarding a statement containing the statistical information required under Art. 21-together with a copy of the Opium and Drug Act.*

the operation of the Opium and Drug Act, reports that it has not issued any regu- lations under the provisions of the statute; and so far as this Department is aware, or can ascertain, no regulations have been made by any other Department of the Government. Copy of the statute is enclosed.*

WITH reference to the minute of Council approved by His Royal Highness on the 19th instant on the subject of the International Opium Convention, I have the honour to forward, herewith, for transmission to the Colonial Office a statement con- taining the statistical information required under Art. 21 of the Convention, together with a copy of the Opium and Drug Act,* the only legislation relating to the matter, no regulations having been so far issued by the Government.
It might be pointed out that the statistics are furnished fof yearly periods ending the 31st March in each year, the fiscal period of the Dominion, it being impracti- cable to supply the information for the calendar year.

Re Opium and Drug Convention, January, 1912.
WITH further reference to this matter, I have now the honour to enclose a statement received from the Department of Customs, containing information desired in the Colonial Secretary's letter (paragraphs 3 and 4) of June 12, as to the trade in opium, &c., in so far as the desired information is held to be available from the returns furnished to the Department of Customs. You will note that, whereas the Colonial Secretary asks that the statistics may be for years ending on December 31st of each year, the information here furnished is for years ending March 31, viz., the fiscal period of the Dominion, and it is not therefore apparently practicable to supply the information for the calendar year.
The Colonial Secretary's letter of June 12 draws attention to Article 21, and asks that copies of documents there indicated may be forwarded to the Colonial Office together with the statistics requested, and now, so far as possible, forwarded to your Department; the documents in question are "the text of the existing laws and administrative regulations respecting the matters referred to in the present Conven- tion or promulgated in virtue of the clauses thereof." On this point I beg to state that the Customs Department, which appears to come most closely into contact with
