Ministers' minute regretting they are. unable to recommend the adherence of the Union Government to the Convention, for the reason that they cannot undertake to introduce the necessary amending legislation.

Transmits copies of the Opium Regula- tions, 1902, the only Regulations in force which appear to affect specifically the matters dealt with in the Con- vention; the statistics required by Article 21 of the Convention cannot he supplied, and a revised Ordinance is under consideration to put the whole matter on a proper footing.

Reports that his Government is prepared to agree to the Convention being signed on its behalf.

Department of External Affairs fur nishing a statement containing the statistical information required under Article 21 of the Convention, together with a copy of the Opium and Drug Act.

Confirms No. 45 and forwards copies of the local laws and statistical informa- tion required; asks for copy of any Imperial Act of Parliament which would serve as a model for the local legislation that will be required to give effect to the measures in the Convention.

Iustrnets him, in reply to No. SŮ, to represent to the Rajah of Sarawak that if the opium trade is left un- restricted in Sarawak the difficulty of suppressing it in North Borneo and Brunei will be greatly increased, and to urge him to come into line with all other civilized Governments and agree to sign the Convention.

Quotes certain of the provisions of the Druggists' Ordinance, 1892, which is the only law in force in the Colony dealing with the sale of opium and similar drugs; states that arrange- ments have been made for the pre- paration of the statistical information required in future, but regrets that no anch information will be available for past years.

Reports that "raw opium no "prepared opinm” within thê mean- ing of the Convention is imported into Cyprus, and that opium- and cocaine-producing plants are not cultivated in the island and fur- nishes as far as possible the statistics required by the Convention; he does not propose to call upon doctors and chemists to submit returns.

States that the draft Bill transmitted in No. 77 will be introduced on the re- assembly of the Legislative Council early in 1913.

Transmits letter from Colonial Secretary enclosing the law existing in the Colony on the subject matter of the Convention—the Pharmacy Act, 1910) —and furnishing the only statistics which are available.

Forwards copies of correspondence with the Resident Commissioners of Basu- toland, the Bechuanaland Protectorate, and Swaziland, and the Administrators of Southern and Northern Rhodesia on the subject of the adherence of those territories to the Convention and the supply of the legislative en- actments and statistics referred to in the Convention.

Forwards copies of the Poison and Opium Regulations, 1901, the only law in operation in Nyasaland which regulates the sale of opium; regrets that no return of opium imported during the past five years can be given, but instructions have been irsued for a special record in future; states that no opium was imported in 1911, and that instructions relating to an annual return have been noted.
