Submits despatch from the Admini- strator of St. Lucia reporting that there are no laws in force in the Colony relative to the matters re- ferred to in the Convention, and that the trade in opiam and its com- pounds is insignificant.

Reports that no opium has been im- ported into Grenada during the last five years for trade purposes, and that the other drugs mentioned are only imported for medicinal purposes.

States that the Governments of Malta, Gibraltar, Cyprus, and the Seychelles have now agreed to the Convention being signed on their behalf.

Refers to Nos. 34 and 52, and considers that in due course an Order in Coun- cil should be issued prohibiting altogether the importation of raw aud prepared opium, and forbidding the importation of the drugs named ex- cept for medicinal purposes.

Agrees, with reference to Nos. 33 and 39, that no legislation need be under- taken at present to give effect to the provisions of the Convention, but considers that it will probably be necessary to do so at a later date.

States that it is desirable that an enact- should be passed to give effect to the provisions of the Convention, and transmite copy of the Bill forwarded in No. 28, and asks that the Legis- lature may be invited to pass the Bill, with the amendments indicated and any necessary alterations, at an early date.

Forwards copies of the laws in force in the Colony relating to the importation' and sale of opium; regrets that no separate statistics have been kept of the importations of opium and its preparations, but this will be done in future as regards medicinal opium and its preparations.

Reports that there are no laws or regn- lations in force in the Protectorate relative to the matter dealt with in the Convention.

Regrets inability to admit the validity of the arguments put forward in No. 53 in favour of the non-adherence of the Colony to the Convention; and asks now to receive the information that Trinidad is prepared to adhere ; observes that, as the Convention can not come into force for some time, he will be at leisure to consider whether any loss of revenue cannot be replaced by increasing the duty on ganja.

Transmits copies of the Opium Regula- tions, 1902, and the Drugs and Poisons Ordinance, 1909, together with state- ment giving the statistical informa- tion_required; adds that a Bill for an Opium Ordinance is now being drafted.

Reports that there are no laws, &c., in force in the Colony relative to the matter referred to, and that it is not possible to furnish the statistics asked for; asks whether it will be required in future years.

Reports that the Colony has no legisla- tion relative to the matters referred to in the Convention.

Forwards

correspondence with the Governinent of Sarawak, showing that that Government is not willing to be bound by the Convention, and asks what action should be taken : the Sultan of Trengganu has agreed to adhere to the Convention.

Reports position in the Colony; the Indian Government has been asked as to its action in regard to the Con- vention; if it decides to adhere, in- formation will be sought as to the action proposed to give effect to Articles 6 and 9 of the Convention.

Transmits despatch from the Adminis- trator forwarding information in reply to No. 18.
