States that his Government desires the Convention to be signed on its behalf and encloses minute from the Attor- ney-General stating that no steps are necessary to give effect to the measures decided on by the Convention beyond the prohibition of the import of raw and prepared opium; propioses to pro- hibit the cultivation of the opium poppy.

Transmits, in reply to No. 1, copy of a Minute of Council recommending that Canada should adlure to the Convention, and enquiring in what respect the "Act to prohibit the im- ! proper use of opium and other drugs enclosed is insufficient to enable the Dominion Government to conform fully to the Convention.

Asks to receive copies of all legislative
enactments relative to matters referred to in the Convention, together with the statistical information referred to in Article 21 in respect of the five years ending December, 1911, and for a similar return annually, for com- munication to the other contracting States in the event of the ratification of the Convention.
States that the Government of the Pro- tectorate is prepared to agree to the Convention being signed on its behalf, and that the legal question will be dealt with in due course.
Acknowledges No. 11, and asks that the statistics referred to in Article 21 of the Convention as to trade in opium may be furnished for the five years ending December, 1911, and that similar statistics may in future be furnished annually.
Notes, in reply to No. 4, that the Con- 11
vention will be binding on the Colony when ratified, and states that no netion, except increasing the price of chandu and the fees for licences, appears to be necessary: enquires as to countries which prohibit or restrict the import of raw opium.
Transmits
of minute from copy Colonial Secretary stating that appro- priate legislation on the lines recoin- mended by the Convention will be introduced next session, and enclosing copies of the Pharmacy Act, 1910, and amending law; ads that Minister of Justice desires copies of any Imperial legislation which may be passed,
Reports that it would not be desirable to signify the willingness to the Colony to adhere unless the Legislature is prepared to pass the necessary legis- lation, and asks whether the concur- rance of the Legislature should be sought.
States that his Government agrees to the Convention being signed on its behalf; observes that legislation will be neces- sary to give effect to the measures decided upon, and asks to be furnished with a copy of a draft Ordinance to meet the case.
