In regard to the proposed Conference of representatives of the several Dominions interested, in order to draw up a workable plan of operations for the Imperial organization, New Zealand will not be represented at the International Congress of Entomology to be held at Oxford, and will therefore not have an expert representa- tive available to attend the subsequent conference. The High Commissioner for New Zealand is being asked, however, to arrange for someone to attend the Conference on behalf of the Dominion.

Wellington, 6th June, 1912. WITH reference to your despatch, No. 91, of the 26th March, and to my telegram of the 6th June, on the subject of the proposed scheme for extended investigation of the noxious insects in different parts of the Empire. I have the honour to transmit to you the accompanying copy of a memorandum I have received from my Prime Minister, stating that the Government of New Zealand is now prepared to participate in the scheme subject to certain conditions set forth in the memorandum referred to.

MEMORANDUM FOR HIS Excellency the Governor.

Prime Minister's Office, Wellington, 5th June, 1912. The l'rime Minister presents his compliments to His Excellency the Governor, and begs to inform him with reference to the attached Government House Record 12/320, dealing with the invitation for New Zealand to participate in a scheme of Imperial co-ordination in the investigation of insect pests, that the matter has been further considered, and it has now been decided that the Dominion will participate in the scheme if it can be successfully inaugurated on a satisfactory basis, and in this connection is prepared to contribute up to £100 per annum towards the expenses of the undertaking. It is understood that the Dominion has the right to withdraw from the scheme at any time, should it be so desired, on giving reasonable notice.

Imperial Department of Agriculture for the West Indies,

Barbados, July 10, 1912. I HAVE the honour to acknowledge the receipt of your letter, No. 13184/1912, of June 4, 1912,‡ in continuation of the correspondence relative to the question of the appointment of an Assistant Entomologist to the Staff of this Department, containing the suggestion that this appointment would involve an expenditure of about £400 a year and that the Treasury may be approached with a view to increasing the grant to this Department by £200 a year if the remaining £200 can be provided from savings on votes already allotted.

2. I regret to say that I fail to see now how I can effect savings to the extent required to provide the necessary £200; even with the maintenance of the appro- priation on the present lines care is necessary to keep the expenditure within the required limits, and I shall have difficulty in meeting the expenses of future West Indian Agricultural Conferences. I am, moreover, informed by your letter, No. 15730/1912, of June 7, 1912, § that the Lords Commissioners of the Treasury are not willing to entertain the proposal that the practice may be continued of allowing this Department to receive and expend the amounts realised by the sales of publications. This matter forms the subject of separate correspondence, and I hope to address you further on the subject.

3. This has an immediate hearing on the question of providing £200 for an Assistant Entomologist and prevents my offering a more definite reply at present; I trust, however, that this may not be considered final and that consideration may continue to be given to the desirability of extending the work of this Department.
