THE GOVERNOR-GENERAL to THE SECRETARY OF STATE.

TELEGRAM.
Your telegram of 8th June;† entomological scheme. Ministers of Agriculture desires that question of Canadian contribution should remain in abeyance until Dominion Entomologist has reported to him after Conference at London as to details of scheme and of value to Canada of work proposed to be undertaken. Despatch follows by mail.-Arthur.
Downing Street, 12 July, 1912. WITH reference to my Miscellaneous despatch of the 22nd of March, 1911,* and subsequent correspondence as to the co-operation of the West Indian Colonies with the Entomological Research Committee, I have the honour to inform that
you the Committee have now given further consideration to the matter in the light of the replies received from the Governments concerned and of the information which Mr. G. A. K. Marshall obtained during his visit to the West Indian Agricultural Conference at Trinidad in January last.
2. The Conference, as you are no doubt aware, unanimously adopted a report submitted by the entomologists present, recommending that the West Indian Colonies should co-operate with the Committee and make a financial contribution towards the expenses which would be incurred by the Committee in connection with this extension of their work.
3. There appear to be two main ways in which the Committee can be of material assistance to the West Indies: As regards the agricultural side of the work, the Committee would be prepared to make the necessary arrangements to provide for the prompt identification of any actual or potential pests which may be forwarded by the entomologists attached to the West Indian Governments, and also to furnish any other information or assistance which may be needed for the further- ance of their work. As regards medical entomology, it is suggested that the medical officers interested in the subject should send their material to the Committee either direct or through the head of the Medical Department, and the Committee would then furnish a report upon the material and return authoritatively-named specimens of the insects to the medical officer himself and to any local institutions to which they are likely to be of service.
4. The Committee, however, wish it to be made clear that, while they are anxious to extend the scope of their work to the West Indies, it is quite impossible for them to do so unless a sum of £250 per annum is guaranteed by the West Indian Colonies. This sum, so far as can be seen, would suffice, at any rate for the present: it would be mainly expended in securing the services of a scientific assistant whose duty it would be to attend to all the entomological work which comes from the West Indies. If, therefore, all the West Indian Colonies co-operate, I have to suggest that the contributions should be allocated as follows:-
Antigua Barbados
British Guiana British Honduras
Dominica
Grenada
Jamaica
St. Kitts-Nevis
St. Lucia
St. Vincent Trinidad
£
5
25
50
20

If, however, any of the Governments now invited to participate in this scheme decide not to co-operate and contribute, the contributions of those Colonies which do co-operate would have to be increased, so as to bring the total to £250, if the ration of the Committee is to be obtained.
