Forwards a copy of a memorandum by the Protector of Immigrants respecting the policy of rejecting all "return" emigrants, and considers it advisable to adhere to the original proposal and to withdraw the exceptions which it was proposed to make in favour of "return" immigrants from Trinidad, British Guiana, and Fiji.
Requests his concurrence in the pro- posal that coolies from the Madras districts may be recruited for service in Jamaica in the event of a shortage in the northern recruiting districts.
Points out, in reply to No. 149, that, under the Regulations scheduled to Ordinance No. 175, some at least of the clerks would not be entitled to retiring allowances of any description, and hopes that the Legislative Council will agree to the procedure recon- mended in No. 121.
Forwards copies of Nos. 149, 142, 140 and 138; requests that they will submit a return showing the amount of the gratuities or allowances recommended in the case of each of the clerks who are to be compulsorily retired; re- quests observations on the British Guiana proposal that the total expen- diture should be divided in propor- tion to the number of immigrants and return immigrants according to the cost of handling each class.
Reports, in reply to No. 143, that none of the Bengali clerks attached to the Calcutta Agency are qualified to act as interpreters in Hindustani and Mr. Marsden states that none of his staff are willing to accept an appoint- ment out of India.
States that if he were now in Jamaica he would have no hesitation in recom- mending that no further objection be offered to the introduction of emigrants from Madras,

emigrants, for whom recruitment should commence at once; observes that Mr. Conran's services terminated on the 15th November and steps should be taken to gazette Mr. Gibbes or Mr. Doorly aa Emigration Agent at Madras as soon as possible and that Mr. Gibbes should be gazetted as the Emigration Agent at Calentta for all Colonies not later than the 1st January.
