HAVE the honour to acknowledge the receipt of Mr. Cameron's despatch, No 122, of the 17th of September last,* and to inform you that I approve the vote of the Legislative Council of St. Vincent for a contribution of £20 to the Tropical Diseases Research Fund for the current financial year.
2. I am glad to learn that the Council expressed appreciation of the work done with the assistance of this Fund, and that they intimated their willingness to continue the subscription for five years.

DRAFT SCHEME BY PROFESSOR R. ROSS FOR A PROPOSED MALARIA BUREAU.

Objects (1) To disseminate knowledge regarding malaria, especially regard- ing the details and technique of its prevention according to the latest literature, as widely as possible in malarious countries, amongst Administrative Officers, Administrative Medical Officers, Health Officers, District Medical Officers, Public Work Departments, Forest Departments, Sanitary Engineers, Heads of Town Councils and Municipalities, and their Medical, Sanitary, and Engineering Departments, Heads of Railway and other works of construction, Planters, Factories, Business Houses, Missionaries, and the general public.
(2) To provide a centre from which any of the above-named officials or private persons can obtain information directly regarding any details which they may wish to inquire about.
(3) If funds allow, to undertake researches on the subject.
Methods. 1) To attain the first object referred to, it is suggested that a monthly Bulletin be issued, on the lines of the Sleeping Sickness Bulletin. This Bulletin will contain reviews of current literature and of all official reports bearing on the subject, with such extracts as may be useful. It will also contain any usefu! It is proposed also that advertisements be allowed, after careful editing, especially on matters that deal with malaria prevention or general sanitary matters. (2) The second object will be attained if officials in the tropics are permitted to write to the Director of the Bureau on the matters referred to.

(3) Many researches on malaria can be undertaken in Britain without the appointment of expensive expeditions to the tropics.
Organisation. It is proposed that the Bureau be placed under the Advisory Committee of the Colonial Office, that an unsalaried Director be appointed, and that he should be given the assistance of a head clerk or librarian for the present.

If ultimately funds allow of research being undertaken, this might be done under the Committee or the Director.
Probable Expenses. In this scheme the probable annual expenses would be roughly as follows:-
(1) Librarian
(2) Printing and publishing
(3) Books, postage, share of rent of office

Revenue. It is proposed that all the revenue be obtained simply by the sale of the Bulletin at a charge of £1 for the annual subscription. This end would almost certainly be obtained under the organisation mentioned above. It is not proposed to ask Colonial Governments to pay directly for the maintenance of the Bureau beyond subscribing for so many copies annually, for the use of their Administrative Officers. It is hoped, however, that they will take a certain number of copies at the rate mentioned, and that they will also encourage municipalities, town councils, and other bodies within their territories to subscribe in a similar manner if they desire to do so. Thus large cities should take a good number of copies; smaller towns might be expected to take a few copies, and small town councils might each subscribe for one copy. By this means it is hoped that a sum sufficient for the maintenance of the Bureau will be subscribed throughout the British Empire. In addition, certain funds might be expected to accrue from advertisements, from the sale of the Bulletin amongst private persons, including foreigners, and, possibly, from subscribers of foreign Governments.
As an example of how these funds might be collected a list is attached of possible subscribers to the Bulletin in Mauritius as an example colony. Another list is given of possible subscriptions through the British Empire.
